Abstract

Batas wilayah merupakan elemen penting dalam tata kelola pemerintahan karena menentukan kewenangan dan kepastian hukum suatu daerah. Di Kota Mojokerto yang berstatus enklave dalam Kabupaten Mojokerto, masih dijumpai pilar batas yang hilang, rusak, atau tidak jelas keberadaannya, sehingga berpotensi menimbulkan tumpang tindih kewenangan dan konflik perbatasan. Penelitian ini bertujuan menganalisis kondisi fisik pilar batas, menyusun kriteria dan bobot kerentanan, serta menghasilkan indeks dan peta kerentanan batas wilayah. Metode yang digunakan adalah pendekatan deskriptif kuantitatif berbasis Sistem Informasi Geografis (SIG) dengan kerangka Spatial Multi-Criteria Analysis (SMCA) dan metode Analytic Hierarchy Process (AHP). Analisis spasial dilakukan berbasis 575 titik sampling berjarak 50 meter sepanjang garis batas luar Kota Mojokerto menggunakan pendekatan vektor. Bobot kerentanan yang diperoleh menempatkan penggunaan lahan sekitar sebagai kriteria paling dominan (K4 = 0,443), diikuti jarak terhadap jaringan jalan (K3 = 0,252), jarak terhadap permukiman (K2 = 0,208), dan kondisi fisik pilar (K1 = 0,097), dengan nilai Consistency Ratio (CR) sebesar 0,0103 yang dinyatakan konsisten. Nilai Weighted Linear Combination (WLC) berkisar antara 1,4429 hingga 3,3680 dan diklasifikasikan ke dalam tiga kelas kerentanan menggunakan pendekatan kuantil, di mana dari 20 pilar batas yang dianalisis, sebanyak 5 pilar termasuk kelas Rendah, 12 pilar kelas Sedang, dan 3 pilar kelas Tinggi. Hasil penelitian berupa peta kondisi pilar dan peta kerentanan batas wilayah yang dapat digunakan sebagai dasar prioritas penanganan dan penegasan ulang batas wilayah, selaras dengan Sustainable Development Goals (SDGs) ke-16 tentang Perdamaian, Keadilan, dan Kelembagaan yang Tangguh.

Administrative boundaries are a fundamental element of governmental governance as they determine the jurisdiction and legal certainty of a region. In Mojokerto City, which holds the status of an enclave within Mojokerto Regency, boundary pillars are still found missing, damaged, or unclear in their existence, thereby creating potential for overlapping authorities and border conflicts. This study aims to analyze the physical condition of boundary pillars, develop vulnerability criteria and weights, and produce a vulnerability index and map of administrative boundaries. The method employed is a quantitative descriptive approach based on Geographic Information Systems (GIS) within a Spatial Multi-Criteria Analysis (SMCA) framework integrated with the Analytic Hierarchy Process (AHP). Spatial analysis was conducted using a vector-based approach with 575 sampling points at 50-meter intervals along the outer boundary of Mojokerto City. The weighting results identified surrounding land use as the most dominant criterion (K4 = 0.443), followed by distance to road networks (K3 = 0.252), distance to settlements (K2 = 0.208), and physical condition of boundary pillars (K1 = 0.097), with a Consistency Ratio (CR) of 0.0103, indicating a consistent judgment. Weighted Linear Combination (WLC) values ranged from 1.4429 to 3.3680 and were classified into three vulnerability classes using a quantile approach, whereby of the 20 boundary pillars analyzed, 5 pillars fall within the Low class, 12 pillars within the Medium class, and 3 pillars within the High class. The research outputs comprise a boundary pillar condition map and a boundary vulnerability map, which serve as a basis for prioritizing boundary maintenance and re-demarcation, in alignment with Sustainable Development Goals (SDGs) 16 on Peace, Justice, and Strong Institutions.
