Abstract
Proyek konstruksi ketenagalistrikan memiliki tingkat risiko kecelakaan kerja yang tinggi karena melibatkan aktivitas kompleks. PT PLN (Persero) Pusat Manajemen Proyek telah melaksanakan berbagai program keselamatan, seperti pelatihan, sertifikasi kompetensi, safety briefing, safety patrol dan penyampaian pesan keselamatan. Namun, data monitoring K3L menunjukkan bahwa unsafe action dan unsafe condition masih ditemukan pada proyek ketenagalistrikan. Penelitian ini bertujuan menganalisis pengaruh safety knowledge, safety leadership, dan safety attitude terhadap Supervisor competence, safety motivation, dan safety compliance, serta menguji peran safety motivation dalam memediasi pengaruh Supervisor competence terhadap safety compliance. Penelitian ini menggunakan pendekatan kuantitatif dengan metode PLS-SEM. Data dikumpulkan melalui kuesioner skala Likert 1–6 kepada pegawai dan Tenaga Alih Daya di PT PLN (Persero) Pusmanpro. Sebanyak 126 data responden dinyatakan valid dan digunakan dalam analisis. Hasil penelitian menunjukkan Safety attitude dan safety motivation berpengaruh positif dan signifikan terhadap safety compliance, dengan safety motivation sebagai variabel yang memiliki pengaruh paling kuat. Safety knowledge, safety attitude, dan Supervisor competence berpengaruh positif dan signifikan terhadap safety motivation. Safety knowledge dan safety attitude juga berpengaruh positif dan signifikan terhadap Supervisor competence. Namun, Supervisor competence belum berpengaruh langsung secara signifikan terhadap safety compliance, dan safety motivation belum terbukti memediasi hubungan tersebut secara signifikan. Implikasi penelitian ini menunjukkan bahwa peningkatan kepatuhan K3 perlu diarahkan pada penguatan safety motivation, safety attitude, safety knowledge yang aplikatif, serta penguatan safety leadership dan Supervisor competence melalui keteladanan, coaching, komunikasi dua arah, pengawasan perilaku aman, dan penerapan K3 yang lebih nyata di lapangan.

Power infrastructure construction projects have a high level of occupational accident risk because they involve complex activities. PT PLN (Persero) Pusat Manajemen Proyek has implemented various safety programs, such as training, competency certification, safety briefings, safety patrols, and safety messages. However, K3L monitoring data show that unsafe actions and unsafe conditions are still found in power infrastructure projects. This study aims to analyze the effects of safety knowledge, safety leadership, and safety attitude on Supervisor competence, safety motivation, and safety compliance, as well as to examine the role of safety motivation in mediating the effect of Supervisor competence on safety compliance. This study uses a quantitative approach with the PLS-SEM method. Data were collected through a questionnaire using a 1–6 Likert scale distributed to employees and outsourced personnel at PT PLN (Persero) Pusmanpro. A total of 126 valid respondent data were used in the analysis. The results show that safety attitude and safety motivation have positive and significant effects on safety compliance, with safety motivation being the variable with the strongest influence. Safety knowledge, safety attitude, and Supervisor competence have positive and significant effects on safety motivation. Safety knowledge and safety attitude also have positive and significant effects on Supervisor competence. However, Supervisor competence does not have a significant direct effect on safety compliance, and safety motivation is not proven to significantly mediate this relationship. The implications of this study indicate that improving K3 compliance should be directed toward strengthening safety motivation, safety attitude, practical safety knowledge, as well as enhancing safety leadership and Supervisor competence through role modelling, coaching, two-way communication, safe-behavior supervision, and more visible implementation of K3 practices in the field.
