Abstract
Kabupaten Lumajang merupakan wilayah dengan ancaman banjir yang kompleks, meliputi banjir genangan, banjir bandang, dan banjir lahar yang berkaitan dengan sistem sungai berhulu Gunung Semeru. Kondisi ini menuntut dokumen rencana tata ruang tidak hanya berfungsi sebagai instrumen pengaturan pemanfaatan ruang, tetapi juga sebagai perangkat pengurangan risiko bencana. Penelitian ini bertujuan untuk mengevaluasi tingkat integrasi Pengurangan Risiko Bencana (PRB) banjir dalam Rencana Tata Ruang Wilayah (RTRW) Kabupaten Lumajang Tahun 2023–2043 dan Rencana Detail Tata Ruang (RDTR) Wilayah Perencanaan Perkotaan Lumajang Tahun 2021–2041. Penelitian menggunakan pendekatan evaluatif melalui sintesis literatur, penyusunan parameter penilaian, validasi melalui Focus Group Discussion (FGD), serta analisis isi dokumen berbasis skoring. Instrumen penilaian disusun dalam bentuk rubrik ordinal skala 1–5 yang mencakup tiga indikator utama, yaitu struktur ruang, pola ruang, dan ketentuan pemanfaatan ruang, yang diturunkan ke dalam 10 variabel dan 22 sub-variabel penilaian. Hasil penelitian menunjukkan bahwa integrasi PRB banjir dalam RTRW Kabupaten Lumajang memperoleh skor 2,57 atau indeks 39,29 dan termasuk kategori buruk, sedangkan RDTR Wilayah Perencanaan Perkotaan Lumajang memperoleh skor 2,52 atau indeks 38,10 dan juga termasuk kategori buruk. Temuan menunjukkan integrasi PRB banjir masih dominan pada aspek normatif, seperti kawasan lindung dan ruang terbuka hijau, tetapi lemah pada aspek operasional, terutama sistem pusat kegiatan berbasis risiko, rute evakuasi, sistem peringatan dini, tempat evakuasi, infrastruktur kritis, pengendalian kawasan budi daya, serta ketentuan teknis pemanfaatan ruang. Dengan demikian, dokumen RTR Kabupaten Lumajang belum sepenuhnya berfungsi sebagai instrumen pengendalian risiko banjir. Rekomendasi utama penelitian ini adalah memperkuat sinkronisasi substansi tata ruang dengan peta bahaya, kajian risiko bencana, dokumen kebencanaan, dan masterplan drainase, serta memperjelas ketentuan zonasi, intensitas pemanfaatan ruang, adaptasi bangunan, dan pengendalian pemanfaatan ruang berbasis risiko.

Lumajang Regency is a region facing complex flood hazards, including inundation, flash floods, and lahar floods associated with the river system originating from Mount Semeru. This condition requires spatial planning documents to function not only as instruments for regulating spatial utilization but also as tools for disaster risk reduction. This study aims to evaluate the level of integration of flood Disaster Risk Reduction (DRR) within the Lumajang Regency Regional Spatial Plan (RTRW) for 2023–2043 and the Detailed Spatial Plan (RDTR) for the Lumajang Urban Planning Area for 2021–2041. The research employs an evaluative approach through literature synthesis, development of assessment parameters, validation via Focus Group Discussions (FGD), and scoring-based document content analysis. The assessment instrument was designed as an ordinal rubric with a 1 to 5 scale, comprising three main indicators: spatial structure, spatial pattern, and spatial utilization provisions, which were further derived into 10 variables and 22 assessment sub-variables. The results indicate that the integration of flood DRR in the Lumajang Regency RTRW obtained a score of 2.57, or an index of 39.29, falling into the poor category. Meanwhile, the RDTR of the Lumajang Urban Planning Area obtained a score of 2.52, or an index of 38.10, which also falls into the poor category. The findings show that flood DRR integration remains dominant in normative aspects, such as protected areas and green open spaces, but is weak in operational aspects. This weakness is particularly evident regarding risk-based activity center systems, evacuation routes, early warning systems, evacuation shelters, critical infrastructure, cultivation area control, and technical provisions for spatial utilization. Consequently, the spatial planning documents of Lumajang Regency have not fully functioned as flood risk control instruments. The main recommendation of this study is to strengthen the synchronization of spatial planning substance with hazard maps, disaster risk assessments, disaster-related documents, and drainage master plans, as well as to clarify zoning regulations, spatial utilization intensity, building adaptation, and risk-based spatial utilization control.
