Abstract
Kehilangan air (Non-Revenue Water/NRW) merupakan salah satu permasalahan utama dalam sistem distribusi air minum di Perumda Air Minum Surya Sembada Kota Surabaya. Tingkat NRW perusahaan yang masih mencapai 31,52% menunjukkan perlunya upaya pengendalian kehilangan air secara lebih efektif. Salah satu wilayah yang menjadi fokus penanganan adalah Sub-DMA Pondok Maritim, yang kerap mengalami kebocoran pipa akibat tingginya tekanan air pada titik inlet jaringan distribusi serta kondisi sebagian jaringan perpipaan yang telah berumur. Oleh karena itu, penelitian ini bertujuan untuk mengidentifikasi neraca air, menganalisis strategi penurunan kehilangan air yang efektif, serta mengestimasi volume air dan potensi pendapatan yang dapat diselamatkan melalui penerapan strategi pengendalian yang sesuai. Penelitian dilakukan menggunakan perhitungan neraca air berbasis WB-EasyCalc, pengujian akurasi meter pelanggan, serta simulasi hidraulika jaringan distribusi menggunakan EPANET 2.2. Hasil analisis teknis tersebut selanjutnya digunakan sebagai dasar dalam penyusunan faktor internal dan eksternal pada analisis SWOT. Alternatif strategi yang dihasilkan melalui Matriks TOWS nantinya digunakan untuk menentukan strategi penurunan kehilangan air yang efektif sesuai dengan kondisi eksisting Sub-DMA Pondok Maritim. Hasil perhitungan neraca air menunjukkan bahwa tingkat kehilangan air total pada Sub-DMA Pondok Maritim mencapai 30,54%, yang didominasi secara signifikan oleh kehilangan air fisik sebesar 30,41%. Adapun penjelasan mengenai kehilangan air nonfisiknya, berasal dari ketidakakuratan meter pelanggan yang hanya menyumbang persentase sebesar 0,13%. Berdasarkan hasil analisis SWOT, strategi prioritas yang efektif untuk menekan angka kebocoran adalah penerapan manajemen tekanan menggunakan Pressure Reducing Valve (PRV). Simulasi hidraulika membuktikan bahwa pengaturan tekanan inlet PRV dari 32 meter diturunkan menjadi 30 meter mampu mereduksi debit kebocoran, dengan bukti perhitungan dapat menurunkan angka kehilangan air sebesar 3,78%, sehingga persentase total NRW berhasil diturunkan dari angka awal 30,54% menjadi 26,76%. Penerapan strategi manajemen tekanan PRV ini diestimasikan mampu menyelamatkan volume air sebesar 1.995,84 m³/bulan, yang setara dengan potensi pemulihan pendapatan finansial bagi perusahaan sebesar Rp107.775.360 per tahun.

Water loss (Non-Revenue Water/NRW) is one of the primary issues within the drinking water distribution system of Perumda Air Minum Surya Sembada Kota Surabaya. The company's NRW rate, which currently stands at 31.52%, highlights the necessity for more effective water loss management efforts. One of the focal areas for mitigation is the Pondok Maritim Sub-DMA, which frequently experiences pipe leakages due to high water pressure at the distribution network's inlet point, exacerbated by the aging condition of certain pipeline infrastructures. Therefore, this study aims to identify the water balance, analyze effective water loss reduction strategies, and estimate the volume of water and potential revenue that can be recovered through the implementation of appropriate control strategies. The research was conducted utilizing water balance calculations based on WB-EasyCalc, customer meter accuracy testing, and hydraulic simulations of the distribution network using EPANET 2.2. The results of these technical analyses were subsequently utilized as a fundamental basis for formulating the internal and external factors in a SWOT analysis. The alternative strategies generated through the TOWS Matrix were then applied to determine an effective water loss reduction strategy tailored to the existing conditions of the Pondok Maritim Sub-DMA. The water balance calculation results indicate that the total water loss rate in the Pondok Maritim Sub-DMA reached 30.54%, which was significantly dominated by physical water loss at 30.41%. As for the non-physical water loss, it stemmed solely from customer meter inaccuracies, contributing a mere 0.13%. Based on the SWOT analysis results, the effective priority strategy to suppress the leakage rate is the implementation of pressure management utilizing a Pressure Reducing Valve (PRV). The hydraulic simulation demonstrated that lowering the PRV inlet pressure from 32 meters to 30 meters successfully reduced the leakage flow rate; calculations proved that this intervention decreased the water loss figure by 3.78%, successfully lowering the total NRW percentage from its initial 30.54% down to 26.76%. The implementation of this PRV pressure management strategy is estimated to save 1,995.84 m³ of water per month, which is equivalent to a potential financial revenue recovery for the company amounting to IDR 107,775,360 per year.
