Abstract

Umrah merupakan sektor pariwisata religius yang terus berkembang dan memiliki kompleksitas tinggi dalam pelaksanaannya karena melibatkan berbagai aspek, seperti spiritual, variasi layanan, regulasi ibadah, serta kebutuhan jamaah yang beragam pada setiap pelaksanaannya. Data kunjungan Umrah pasca pandemi telah melampaui 13 juta jamaah per tahun, dengan proyeksi mencapai 30 juta jamaah per tahun sesuai dengan target Vision 2030. Pada tingkat global, sektor perjalanan dan pariwisata berkontribusi sebesar 10% terhadap PDB dunia, menjadikan perjalanan spiritual merupakan bagian penting dari pariwisata internasional. Namun, proses pemilihan paket Umrah pada banyak biro penyedia jasa perjalanan umrah masih dilakukan secara manual dan tidak personal, sehingga sering menimbulkan ketidaksesuaian dengan preferensi jamaah. Untuk mengatasi permasalahan tersebut, penelitian ini mengembangkan sistem berbasis ontologi untuk rekomendasi paket Umrah dengan memanfaatkan ontologi sebagai representasi pengetahuan dan aturan SWRL sebagai mesin inferensi untuk menghasilkan rekomendasi yang lebih terstruktur, kontekstual, dan relevan. Pengembangan dilakukan melalui tahapan identifikasi masalah, studi literatur, pengumpulan data melalui wawancara dengan pakar, penyusunan ontologi menggunakan Protégé, perumusan aturan SWRL, serta implementasi sistem web menggunakan Next.js dan MySQL. Evaluasi pakar menggunakan Content Validity Index (CVI) dan System Usability Scale (SUS) dilakukan untuk menilai validitas dan kemudahan penggunaan sistem yang dikembangkan. Hasil evaluasi menunjukkan bahwa sistem memperoleh tingkat validitas yang sangat baik berdasarkan penilaian pakar serta memperoleh nilai SUS sebesar 84,38 yang termasuk dalam kategori sangat baik, sehingga sistem dinilai layak menjadi alat bantu pengambilan keputusan yang lebih personal, transparan, dan efisien bagi jamaah maupun biro penyedia jasa paket Umrah.

Umrah is a rapidly growing sector of religious tourism that is highly complex to manage, as it involves various aspects, such as spiritual considerations, a wide range of services, worship regulations, and the diverse needs of pilgrims on each trip. Post-pandemic Umrah visitor numbers have exceeded 13 million pilgrims per year, with projections reaching 30 million pilgrims per year in line with the Vision 2030 target. Globally, the travel and tourism sector contributes 10% to the world’s GDP, making spiritual travel an important part of international tourism. However, the process of selecting Umrah packages at many travel agencies providing Umrah services is still done manually and impersonally, often resulting in mismatches with pilgrims’ preferences. To address this issue, this study develops an ontology-based system for Umrah package recommendations by utilizing ontology as a knowledge representation and SWRL rules as an inference engine to generate more structured, contextual, and relevant recommendations. Development was carried out through the stages of problem identification, literature review, data collection via interviews with experts, ontology development using Protégé, formulation of SWRL rules, and implementation of a web system using Next.js and MySQL. Expert evaluation using the Content Validity Index (CVI) and System Usability Scale (SUS) was conducted to assess the validity and usability of the developed system. The evaluation results show that the system achieved an excellent level of validity based on expert assessment and received a SUS score of 84.38, which falls into the “very good” category. Consequently, the system is deemed suitable as a decision-making tool that is more personalized, transparent, and efficient for both pilgrims and Umrah package service providers.
