Abstract
Peningkatan timbulan sampah sejenis sampah rumah tangga di kawasan kampus menjadi salah satu tantangan dalam mewujudkan pengelolaan sampah yang berkelanjutan. Perguruan Tinggi ABC menghasilkan sampah dari berbagai aktivitas akademik, perkantoran, fasilitas penunjang, dan lanskap kampus yang memerlukan sistem pengelolaan yang efektif. Penelitian ini bertujuan untuk mengevaluasi potensi reduksi sampah di Perguruan Tinggi ABC, menganalisis faktor-faktor yang memengaruhi niat sivitas akademika dalam melakukan reduksi sampah berdasarkan Theory of Planned Behavior (TPB), serta merumuskan strategi peningkatan reduksi sampah sesuai dengan kondisi eksisting pengelolaan sampah di kampus. Penelitian menggunakan pendekatan kuantitatif melalui pengukuran timbulan dan komposisi sampah, observasi lapangan, wawancara, serta penyebaran kuesioner kepada sivitas akademika. Data timbulan dan komposisi sampah digunakan untuk menyusun mass balance kondisi eksisting dan kondisi ideal guna mengevaluasi potensi reduksi sampah. Data kuesioner dianalisis menggunakan uji validitas, uji reliabilitas, analisis deskriptif, serta uji korelasi Spearman berdasarkan konstruk TPB yang meliputi pengetahuan, sikap, norma subjektif, perceived behavioral control (PBC), niat, dan perilaku. Strategi peningkatan reduksi sampah disusun menggunakan analisis SWOT melalui penyusunan matriks IFAS dan EFAS. Hasil penelitian menunjukkan bahwa rata-rata timbulan sampah di Perguruan Tinggi ABC pada kondisi operasional normal sebesar 2.058,20 kg/hari, yang terdiri atas 1.120,27 kg/hari sampah aktivitas kampus dan 937,93 kg/hari sampah lanskap. Analisis mass balance menunjukkan bahwa potensi reduksi sampah masih sangat besar melalui optimalisasi bank sampah sebesar 479,02 kg/hari, peningkatan kapasitas rumah kompos menjadi 239 kg/hari, pengelolaan sampah B3 melalui TPS Limbah B3, serta pengolahan sampah makanan di tingkat sumber. Hasil analisis TPB menunjukkan bahwa sikap merupakan faktor yang paling berpengaruh terhadap niat melakukan reduksi sampah (ρ = 0,369), diikuti oleh perceived behavioral control (ρ = 0,320) dan norma subjektif (ρ = 0,259), sedangkan variabel pengetahuan tidak menunjukkan hubungan yang signifikan dengan variabel TPB lainnya. Analisis SWOT menempatkan kondisi pengelolaan sampah Perguruan Tinggi ABC pada Kuadran I (Strength–Opportunity), sehingga strategi yang direkomendasikan adalah strategi agresif melalui optimalisasi fasilitas pengelolaan sampah yang telah tersedia, penguatan sistem pemilahan di sumber, peningkatan partisipasi sivitas akademika, serta penguatan implementasi program reduksi sampah secara berkelanjutan.

The increasing generation of municipal solid waste on university campuses has become a significant challenge in achieving sustainable waste management. University ABC generates waste from various academic activities, administrative offices, supporting facilities, and campus landscapes, requiring an effective waste management system. This study aimed to evaluate the waste reduction potential at University ABC, analyze the factors influencing the intention of the university community to engage in waste reduction based on the Theory of Planned Behavior (TPB), and formulate strategies to enhance waste reduction in accordance with the existing campus waste management conditions. This study employed a quantitative approach through waste generation and composition measurements, field observations, interviews, and questionnaire surveys involving members of the university community. Waste generation and composition data were used to develop mass balance models under existing and ideal conditions to evaluate waste reduction potential. Questionnaire data were analyzed using validity and reliability tests, descriptive statistics, and Spearman's rank correlation analysis based on the TPB constructs, including knowledge, attitude, subjective norm, perceived behavioral control (PBC), intention, and behavior. Strategies to improve waste reduction were formulated using SWOT analysis through the development of the Internal Factor Analysis Summary (IFAS) and External Factor Analysis Summary (EFAS) matrices. The results showed that the average waste generation at University ABC under normal operating conditions was 2,058.20 kg/day, consisting of 1,120.27 kg/day of campus activity waste and 937.93 kg/day of landscape waste. Mass balance analysis revealed considerable waste reduction potential through the optimization of the Waste Bank, with a potential recovery of 479.02 kg/day, increasing the capacity of the Composting Facility to 239 kg/day, proper management of hazardous waste through the Temporary Hazardous Waste Storage Facility (B3 Waste Storage), and on-site food waste management. The TPB analysis indicated that attitude was the strongest factor influencing the intention to reduce waste (ρ = 0.369), followed by perceived behavioral control (ρ = 0.320) and subjective norm (ρ = 0.259), while knowledge showed no significant correlation with the other TPB variables. The SWOT analysis positioned the campus waste management system in Quadrant I (Strength–Opportunity), indicating that an aggressive strategy is the most appropriate approach. The recommended strategies include optimizing existing waste management facilities, strengthening waste segregation at the source, increasing participation among the university community, and reinforcing the implementation of sustainable waste reduction programs.
