Abstract
Industri benih hortikultura memiliki kompleksitas rantai pasok yang tinggi akibat sifat biologis produk yang mudah rusak dan ketidakpastian pasokan. Studi kasus pada PT XYZ menunjukkan adanya inefisiensi sistemik berupa penumpukan 350,159 pcs produk kedaluwarsa (obsolescence) yang berdampingan dengan kehilangan peluang penjualan (lost sales) kumulatif sebesar 667,750 pcs. Kondisi kehilangan penjualan ini meningkat menjadi 1,549,342 pcs setara dengan rasio kerugian 7.5% dari total penjualan pada tahun 2025. Penelitian ini bertujuan untuk mengidentifikasi faktor determinan kinerja persediaan dan menentukan prioritas strategi persediaan barang jadi (finished goods). Penelitian ini menggunakan pendekatan terintegrasi Decision Making Trial and Evaluation Laboratory based Analytic Network Process (DANP) untuk memetakan hubungan kausalitas dan memberikan pembobotan pada 8 faktor penentu serta 3 alternatif strategi. Hasil analisis DEMATEL menunjukkan bahwa Keandalan Pemasok (F7) merupakan akar masalah (root cause) utama instabilitas rantai pasok. Lebih lanjut, hasil pembobotan ANP menempatkan Visibilitas Informasi (F8) sebagai prioritas solusi tertinggi dengan bobot global 0.1543. Evaluasi strategi menetapkan Strategi Diferensiasi sebagai solusi terbaik (Nilai: 3.7136). Strategi ini direkomendasikan karena mampu menyeimbangkan pertukaran (trade-off) antara ketersediaan produk (service level) dan risiko kedaluwarsa melalui pengkategorian benih berdasarkan profitabilitas produk dan stabilitas permintaan. Penelitian ini berkontribusi dengan menunjukkan bahwa struktur interdependensi antar faktor dalam sistem persediaan benih secara signifikan mempengaruhi efektivitas strategi yang dipilih, yang tidak dapat ditangkap oleh pendekatan konvensional berbasis independensi.

The horticultural seed industry has high supply chain complexity due to the perishable nature of biological products and agroclimatic supply uncertainties. A case study at PT XYZ revealed a systemic inefficiency in the form of 350,159 pcs expiry product inventory accompanied by cumulative lost sales amounting to 667,750 pcs. This lost sales condition increases to 1,549,342 pcs, equivalent to a loss ratio of 7.5% of total sales by 2025. This study aims to identify the determinants of inventory performance and determine the priority of finished goods inventory strategies. This study utilized an integrated Decision Making Trial and Evaluation Laboratory based Analytic Network Process (DANP) approach to map causal relationships and assign weights to 8 determinant factors and 3 strategic alternatives. The DEMATEL analysis results indicated that Supplier Reliability (F7) is the primary root cause of supply chain instability. Furthermore, the ANP weighting results placed Information Visibility (F8) as the highest solution priority with a global weight of 0.1543. Strategy evaluation established the Differentiated Strategy as the best solution (Score: 3.7136). This strategy is recommended because it is capable of balancing the trade-off between product availability (service level) and obsolescence risk by categorizing seeds based on product profitability and demand stability. This study contributes by showing that the structure of interdependence between factors in a seed inventory system significantly influences the effectiveness of the chosen strategy, which cannot be captured by conventional independence-based approaches.
