Abstract

Perguruan tinggi merupakan kawasan pendidikan dengan intensitas aktivitas yang tinggi sehingga menghasilkan timbulan sampah yang cukup besar setiap harinya. Sistem pengelolaan sampah pada salah satu perguruan tinggi di Surabaya, yang selanjutnya disebut dengan Perguruan Tinggi ABC, saat ini masih didominasi oleh pola pengumpulan dan pengangkutan, di mana sebagian besar sampah langsung diangkut menuju Tempat Pemrosesan Akhir (TPA). Pengolahan sampah yang telah berjalan meliputi pengomposan sampah dedaunan di rumah kompos serta pengelolaan sampah daur ulang melalui bank sampah. Namun demikian, pengelolaan sampah secara terpadu berbasis reduce, reuse, dan recycle (3R) masih belum optimal sehingga diperlukan pengembangan sistem pengolahan sampah yang lebih terintegrasi. Penelitian ini bertujuan untuk merencanakan Tempat Pengolahan Sampah Terpadu (TPST) di Perguruan Tinggi ABC sebagai upaya peningkatan efektivitas pengelolaan sampah perguruan tinggi secara berkelanjutan. Metode penelitian dilakukan melalui pengukuran timbulan dan komposisi sampah, evaluasi sistem pengelolaan sampah eksisting, serta analisis proyeksi timbulan sampah tahun rencana. Perencanaan TPST dilakukan dengan menentukan kapasitas fasilitas, sistem dan teknologi pengolahan sampah, serta tata letak fasilitas pengolahan. Sistem pengolahan direncanakan berdasarkan komposisi dan karakteristik sampah, meliputi sampah dedaunan, sisa makanan, sampah bernilai ekonomi, sampah bernilai kalor, serta sampah residu. Hasil perencanaan menunjukkan bahwa total timbulan sampah aktivitas rencana di Perguruan Tinggi ABC sebesar 1600 kg/hari. Berdasarkan timbulan tersebut, direncanakan pembangunan Tempat Pengolahan Sampah Terpadu (TPST) dengan kapasitas 3194 kg/hari pada lahan seluas 3000 m². TPST yang direncanakan terdiri atas unit pengomposan untuk sampah dedaunan, unit biokonversi Black Soldier Fly (BSF) untuk sampah sisa makanan, bank sampah untuk pengelolaan material bernilai ekonomi, unit Refuse Derived Fuel (RDF) untuk sampah bernilai kalor, serta area penanganan residu. Penerapan sistem TPST direncanakan mampu meningkatkan pemanfaatan sampah melalui pengolahan dan daur ulang sehingga jumlah sampah yang diangkut menuju TPA dapat dikurangi secara signifikan. Hasil pengolahan berupa kompos, maggot BSF, material daur ulang, dan RDF memiliki potensi untuk dimanfaatkan kembali maupun disalurkan kepada pihak mitra. Total biaya pembangunan (RAB) yang diperlukan sebesar Rp 3.858.183.788. Perencanaan TPST ini diharapkan dapat menjadi acuan dalam pengembangan sistem pengelolaan sampah berkelanjutan di Perguruan Tinggi ABC.

Higher education institutions are educational areas with high-intensity activities that generate a substantial amount of waste every day. The waste management system at one of the higher education institutions in Surabaya, hereinafter referred to as Higher Education Institution ABC, is currently still dominated by a collection-and-transport pattern, in which most of the waste is directly transported to the Final Disposal Site (TPA/landfill). Waste processing that has been implemented so far includes composting of garden waste at the composting house and management of recyclable waste through the waste bank. However, integrated waste management based on the reduce, reuse, and recycle (3R) principle is still not optimal, so the development of a more integrated waste processing system is needed. This research aims to plan an Integrated Waste Processing Facility (TPST) at Higher Education Institution ABC as an effort to improve the effectiveness of sustainable campus waste management. The research method was carried out through measurement of waste generation and composition, evaluation of the existing waste management system, and analysis of projected waste generation for the planning year. The TPST planning was carried out by determining facility capacity, waste processing systems and technologies, and the layout of the processing facilities. The processing system was planned based on the composition and characteristics of the waste, including leaf and garden waste, food waste, economically valuable waste, waste with calorific value, and residual waste. The planning results show that the total planned waste generation from activities at Higher Education Institution ABC is 1600 kg/day. Based on this waste generation, the construction of an Integrated Waste Processing Facility (TPST) is planned with a capacity of 3194 kg/day on a land area of 3000 m². The planned TPST consists of a composting unit for leaf and garden waste, a Black Soldier Fly (BSF) bioconversion unit for food waste, a waste bank for managing economically valuable materials, a Refuse Derived Fuel (RDF) unit for waste with calorific value, and a residue handling area. The implementation of the TPST system is planned to increase waste utilization through processing and recycling, so that the amount of waste transported to the TPA (landfill) can be significantly reduced. The processing outputs, namely compost, BSF maggots, recyclable materials, and RDF, have the potential to be reused or distributed to partner parties. The total construction cost (RAB/budget plan) required is IDR 3,858,183,788. This TPST planning is expected to serve as a reference for the development of a sustainable waste management system at Higher Education Institution ABC.
