Abstract
Surabaya merupakan salah satu kota besar di Indonesia yang rentan terhadap genangan air dan banjir, terutama akibat pesatnya perkembangan kawasan terbangun yang menurunkan kemampuan infiltrasi tanah. Sebagai upaya mitigasi, Pemerintah Kota Surabaya membangun infrastruktur bozem sebagai waduk resapan buatan yang menampung sementara air hujan sebelum dialirkan ke sistem drainase. Penelitian ini bertujuan untuk mengevaluasi peran bozem dalam mengendalikan genangan secara spasial menggunakan integrasi Sistem Informasi Geografis (SIG) dan metode Analytical Hierarchy Process (AHP), dengan wilayah kajian pada Sistem Greges dan Sistem Kalisumo di tahun 2003 dan 2016. Analisis dilakukan melalui skoring, pembobotan AHP, dan weighted overlay terhadap tujuh parameter kerawanan banjir berdasarkan kuesioner responden ahli dari DSDABM dan BPBD Kota Surabaya. Bobot tertinggi diperoleh parameter jarak dari bozem sebesar 0,254 dengan nilai Consistency Ratio (CR) sebesar 0,095. Pada Sistem Kalisumo tahun 2003, analisis menggunakan enam parameter karena bozem belum tersedia, sedangkan pada tahun 2016 dan seluruh kondisi Sistem Greges digunakan tujuh parameter. Hasil analisis menunjukkan bahwa Sistem Kalisumo mengalami perubahan kerawanan yang signifikan setelah bozem tersedia. Kelas sangat rawan turun drastis dari 13,84% menjadi 0,85%, kelas rawan berkurang dari 66,93% menjadi 44,06%, sementara kelas agak rawan meningkat dari 18,91% menjadi 54,69%. Sistem Greges menunjukkan perubahan yang relatif kecil karena bozem sudah tersedia pada kedua tahun. Penelitian ini menyimpulkan bahwa keberadaan bozem berkontribusi secara spasial terhadap penurunan tingkat kerawanan banjir, meskipun tidak sepenuhnya menghilangkan potensi genangan akibat pengaruh kumulatif parameter fisik lainnya.

Surabaya is one of the major cities in Indonesia that is highly susceptible to inundation and flooding, primarily due to rapid urban expansion that reduces soil infiltration capacity. As a mitigation measure, the Surabaya City Government has constructed bozem (retention ponds) to temporarily store rainwater before releasing it into the main drainage system. This study aims to spatially evaluate the role of bozem in controlling inundation by integrating Geographic Information System (GIS) spatial analysis with the Analytical Hierarchy Process (AHP) method, focusing on the Greges System and the Kalisumo System for the years 2003 and 2016. The analysis was conducted through scoring, AHP weighting, and weighted overlay of seven flood susceptibility parameters based on questionnaires completed by expert respondents from the Surabaya City DSDABM and BPBD. The distance from bozem parameter received the highest weight of 0.254, with a Consistency Ratio (CR) of 0.095. In the Kalisumo System for 2003, six parameters were used because bozem was not yet available, while seven parameters were applied for 2016 and all Greges System conditions. Results show that the Kalisumo System experienced significant changes in flood hazard after bozem became available. The very high hazard class decreased substantially from 13.84% to 0.85%, the high hazard class declined from 66.93% to 44.06%, while the moderate hazard class increased from 18.91% to 54.69%. The Greges System showed relatively minor changes as bozem was already present in both years. This study concludes that the presence of bozem spatially contributes to reducing flood hazard levels, although it does not fully eliminate inundation potential due to the cumulative influence of other physical parameters.
