Abstract

Reklamasi pulau merupakan salah satu upaya untuk meningkatkan perekonomian suatu negara, salah satunya melalui pengembangan kawasan Kepulauan Seribu. Penelitian ini membahas perencanaan reklamasi di kawasan tersebut yang didasari kondisi tanah dasar berupa pasir very loose hingga loose, sehingga berpotensi menimbulkan likuifaksi yang diperkuat oleh aktivitas seismik setempat. Analisis diawali dengan pengumpulan data borehole log, gelombang, topografi-batimetri, dan gempa, dilanjutkan dengan zonifikasi tanah untuk memetakan karakteristik dan daya dukung tanah di area reklamasi. Immediate settlement dan stabilitas timbunan dihitung dalam tiga variasi ketinggian guna memastikan kestabilan konstruksi sejak tahap awal. Potensi likuifaksi dianalisis menggunakan metode Idriss–Boulanger untuk mengidentifikasi lapisan tanah yang rentan saat gempa terjadi. Alternatif perbaikan tanah yang dapat menggunakan dinamic compaction dan vibrocompaction dengan kecocokan tanah dasar. Selain itu, analisis gelombang menggunakan pedoman SPM (1984) dilakukan untuk menentukan tinggi gelombang rencana, refraksi, shoaling, dan run-up, yang selanjutnya digunakan dalam perencanaan shore protection dengan Rumus Hudson. Hasil perencanaan menunjukkan bahwa Pulau 8 terbagi dalam satu zona tanah berdasarkan analisis data tanah dan batimetri. Potensi likuifaksi teridentifikasi pada seluruh titik bor, dengan kedalaman 8 m pada bore hole 1, 13, 19, dan 20 yang ditangani menggunakan dynamic compaction, namun pada bore hole 13, 19, dan 20 ditemukan adanya likuifaksi yang terjadi pada kedalaman 18 – 25 dengan dampak akibat beban tanah timbunan diatasnya yang masih besar sehingga perbaikan 3 bore hole itu dapat diperbaiki dengan metode vibrocompaction jika ingin dilaksanakan secara menyeluruh. Shore protection berbahan batu pecah direncanakan di sisi sekeliling pulau dengan elevasi puncak +3,7 m di atas LLWL, berat armour 0,15 ton, lebar puncak 1,9 m, tebal lapisan 1,3 m dan 0,6 m, serta toe protection bertebal 1 m dan lebar 3 m. Secara keseluruhan, penelitian ini menghasilkan zonifikasi tanah dasar, perencanaan timbunan yang aman terhadap penurunan, identifikasi risiko likuifaksi beserta metode penanganannya, serta desain awal struktur shore protection sebagai landasan teknis perencanaan reklamasi Kepulauan Seribu.

Island reclamation is one approach to boosting a nation's economy, as exemplified by the development of the Thousand Islands (Kepulauan Seribu). This study addresses reclamation planning in the area, where seabed conditions dominated by very loose to loose sand pose a significant liquefaction risk further amplified by local seismic activity. The analysis began with the collection of borehole log, wave, topography-bathymetry, and earthquake data, followed by soil zoning to map soil characteristics and bearing capacity across the reclamation site. Immediate settlement and embankment stability were calculated for three height variations to ensure structural stability from the early stages of construction. Liquefaction potential was assessed using the Idriss–Boulanger method to identify soil layers vulnerable during seismic events. Soil improvement alternatives include dynamic compaction and vibrocompaction, selected based on compatibility with the existing subsoil conditions. Additionally, wave analysis based on SPM (1984) guidelines was conducted to determine design wave height, refraction, shoaling, and run-up, which were then applied to shore protection design using the Hudson Formula. The results of the study indicate that Island 8 is divided into a single soil zone based on an analysis of soil and bathymetric data. Liquefaction potential was identified at all boreholes, with depths of 8 m at boreholes 1, 13, 19, and 20, which were addressed using dynamic compaction; however, at boreholes 13, 19, and 20, liquefaction was found to occur at depths of 18–25 m due to the significant load from the overlying fill material, so the remediation of these 3 boreholes can be addressed using the vibrocompaction method if a comprehensive remediation is to be carried out. Shore protection using crushed stone is planned along the perimeter of the island with a crest elevation of +3.7 m above LLWL, an armor weight of 0.15 tons, a crest width of 1.9 m, layer thicknesses of 1.3 m and 0.6 m, and toe protection with a thickness of 1 m and a width of 3 m. Overall, this study produces seabed zonation, safe fill planning against settlement, identification of liquefaction risks along with their management methods, and a preliminary design of the shore protection structure as a technical foundation for the reclamation planning of the Thousand Islands.
