Abstract
Pencatatan satuan rumah susun secara dua dimensi belum mampu merepresentasikan hak atas ruang pada bangunan bertingkat. Rumah susun sederhana sewa (rusunawa) menempatkan banyak unit hunian pada koordinat horizontal yang sama, sehingga memerlukan pendekatan tiga dimensi. Penelitian ini memanfaatkan Land Administration Domain Model (LADM) untuk merancang dan membangun sistem informasi rusunawa berbasis web dengan studi kasus Rusunawa Gunung Anyar Blok B, Surabaya. Penelitian memodelkan data ruang tiga dimensi beserta relasi antara pihak, hak sewa, unit administrasi, dan unit spasial sesuai kelas inti LADM. Model konseptual diterjemahkan menjadi basis data PostgreSQL dengan dua schema, yaitu schema inti LADM dan schema aplikasi. Sistem dibangun menggunakan Next.js, React, dan TypeScript, serta menampilkan model tiga dimensi melalui CesiumJS dalam format 3D Tiles. Objek fisik dibangun dari as-built drawing menggunakan Autodesk Revit versi student, sedangkan ruang legal dimodelkan sebagai volume sewa. Validasi model terhadap pengukuran lapangan menghasilkan Root Mean Square Error sebesar 13,57 cm. Pengujian kebergunaan menggunakan System Usability Scale menghasilkan skor 83,2 yang termasuk kategori acceptable dengan tingkat excellent. Hasil penelitian menunjukkan LADM dapat memodelkan hak sewa atas ruang pada rusunawa dan mengintegrasikan basis data dengan visualisasi tiga dimensi berbasis web. Sistem yang dihasilkan memposisikan kadaster tiga dimensi sebagai sarana pengelolaan ruang, bukan sebagai sarana pendaftaran kepemilikan.

Two-dimensional registration of apartment units cannot represent space rights in multi-storey buildings. Public rental flats (rusunawa) place many dwelling units on the same horizontal coordinates, which requires a three-dimensional approach. This research utilizes the Land Administration Domain Model (LADM) to design and develop a web-based rental flat information system, with Rusunawa Gunung Anyar Block B, Surabaya, as the case study. The research models three-dimensional spatial data along with the relations among parties, lease rights, administrative units, and spatial units according to the LADM core classes. The conceptual model is translated into a PostgreSQL database with two schemas, namely the LADM core schema and the application schema. The system is built using Next.js, React, and TypeScript, and presents the three-dimensional model through CesiumJS in the 3D Tiles format. The physical model is built from as-built drawings using Autodesk Revit, while the legal spaces are modeled as lease volumes. Validation of the model against field measurements yields a Root Mean Square Error of 13.57 cm. Usability testing using the System Usability Scale yields a score of 83.2, which falls into the acceptable category with an excellent rating. The results show that LADM can model lease rights over space in rental flats and integrate the database with web-based three-dimensional visualization. The resulting system positions three-dimensional cadastre as a means of space management rather than as a means of ownership registration.
