Abstract

Pembangkit Listrik Tenaga Uap (PLTU) memerlukan kegiatan pemeliharaan besar (overhaul) yang direncanakan secara efektif untuk menjaga keandalan pasokan energi listrik. Proyek overhaul memiliki karakteristik berupa hubungan ketergantungan antaraktivitas yang tinggi, keterbatasan sumber daya tenaga kerja spesialis, dan target durasi penyelesaian yang ketat. Praktik penjadwalan yang masih konvensional belum mempertimbangkan secara terpadu aktivitas kritis, aktivitas nonkritis, dan keterbatasan sumber daya tenaga kerja, sehingga diperlukan pendekatan penjadwalan yang mampu menghasilkan jadwal proyek yang layak untuk dilaksanakan (feasible) dengan tetap mempertimbangkan keterbatasan sumber daya tenaga kerja dalam kondisi sumber daya tetap (fixed resource), tanpa penambahan jumlah tenaga kerja maupun jam kerja. Penelitian ini bertujuan mengidentifikasi aktivitas kritis dan aktivitas nonkritis pada jadwal baseline Critical Path Method (CPM), menerapkan Resource-Constrained Critical Path Method (RCPM), menganalisis karakteristik jadwal hasil penerapannya, serta mengevaluasi hasil optimasi durasi proyek. Penelitian menggunakan pendekatan kuantitatif dengan desain penelitian terapan melalui pemodelan penjadwalan menggunakan Microsoft Project. Hasil penelitian menunjukkan bahwa penerapan RCPM menghasilkan jadwal proyek yang feasible dengan durasi penyelesaian 33 hari, atau 8,33% di bawah target durasi proyek sebesar 36 hari, tanpa penambahan jumlah tenaga kerja maupun jam kerja (fixed resource). Optimasi durasi tersebut juga memberikan estimasi penghematan biaya operasional proyek sebesar Rp333.000.000. Hasil analisis sensitivitas menunjukkan bahwa pengurangan jumlah tenaga kerja menyebabkan peningkatan durasi proyek sehingga target penyelesaian 36 hari tidak lagi dapat dipenuhi. Dengan demikian, optimasi durasi proyek melalui penjadwalan berbasis Resource-Constrained Critical Path Method (RCPM) mampu menghasilkan jadwal proyek yang feasible dalam batas asumsi penelitian berupa sumber daya tenaga kerja tetap (fixed resource), tidak adanya gangguan material maupun peralatan, serta durasi aktivitas yang bersifat deterministik.

Steam Power Plants (SPPs) require major maintenance (overhaul) to be effectively planned in order to maintain the reliability of electricity supply. Overhaul projects are characterized by high interdependencies among activities, limited availability of specialized workforce, and stringent project duration targets. Conventional scheduling practices have not simultaneously considered critical activities, non-critical activities, and workforce constraints. Therefore, a scheduling approach capable of producing a feasible project schedule while considering workforce limitations under fixed resource conditions, without additional manpower or overtime, is required. This study aims to identify critical and non-critical activities in the baseline Critical Path Method (CPM) schedule, implement the Resource-Constrained Critical Path Method (RCPM), analyze the characteristics of the resulting schedule, and evaluate the outcomes of project duration optimization. A quantitative approach with an applied research design was employed using project scheduling simulation in Microsoft Project. The results indicate that the implementation of RCPM produced a feasible project schedule with a completion duration of 33 days, representing an 8.33% reduction from the project target duration of 36 days, without increasing the number of workers or working hours under fixed resource conditions. The optimized schedule also resulted in an estimated operational cost saving of IDR 333,000,000. Sensitivity analysis demonstrated that reductions in workforce availability increased the project duration, preventing the achievement of the 36-day target. Therefore, project duration optimization through RCPM-based scheduling is capable of producing a feasible project schedule within the research assumptions of fixed workforce resources, no material or equipment disruptions, and deterministic activity durations.
