Abstract

Program Makan Bergizi Gratis (MBG) merupakan program strategis pemerintah yang bertujuan meningkatkan status gizi peserta didik melalui penyediaan makanan bergizi, aman, dan berkualitas. Keberhasilan program ini sangat dipengaruhi oleh kinerja rantai pasok yang mampu menjamin kualitas bahan baku hingga makanan diterima oleh penerima manfaat. Namun, dalam pelaksanaannya masih ditemukan berbagai kendala yang berpotensi menurunkan kualitas makanan. Penelitian ini bertujuan untuk menganalisis kinerja rantai pasok Program Makan Bergizi Gratis (MBG) di Kabupaten Jember, mengidentifikasi titik-titik kritis yang menyebabkan ketidakkonsistenan kualitas makanan, serta merumuskan usulan perbaikan melalui analisis akar penyebab. Penelitian menggunakan pendekatan deskriptif kualitatif dengan metode Supply Chain Measurement (SCM) berdasarkan model Supply Chain Operations Reference (SCOR) dan Root Cause Analysis (RCA) menggunakan Fishbone Diagram. Metode yang digunakan dalam penelitian ini adalah pendekatan kombinasi kualitatif dan kuantitatif dengan teknik pengumpulan data melalui wawancara, observasi lapangan, dan kuesioner kepada para pemangku kepentingan yang terlibat dalam operasional MBG. Hasil penelitian menunjukkan bahwa nilai kinerja rantai pasok sebesar 52,61 yang termasuk dalam kategori "Average", sehingga masih memerlukan perbaikan pada beberapa indikator, terutama waktu pengiriman bahan baku,persentase bahan baku cacat dari supplier, kepatuhan masa simpan bahan baku, serta waktu distribusi produk. Hasil RCA mengidentifikasi bahwa ketidakkonsistenan kualitas makanan dipengaruhi oleh faktor material, method, man, machine, deliver, dan environment, seperti ketidaksesuaian spesifikasi bahan baku, belum optimalnya penerapan kontrak kerja sama dengan pemasok, beban kerja ganda pada tenaga dapur, keterlambatan distribusi, serta keterbatasan fasilitas rantai dingin. Oleh karena itu, diperlukan penguatan sistem pengendalian kualitas melalui digitalisasi pelaporan mutu, penunjukan petugas khusus pemeriksaan bahan baku, penerapan sistem dual-sourcing, revisi kontrak kerja sama dengan pemasok, serta penggunaan cool box berinsulasi untuk menjaga kualitas bahan baku selama proses distribusi. Implementasi perbaikan tersebut diharapkan mampu meningkatkan kinerja rantai pasok serta menjaga kualitas dan keamanan makanan pada Program Makan Bergizi Gratis secara berkelanjutan.

The Free Nutritious Meal Program (MBG) is a strategic government program aimed at improving the nutritional status of students by providing nutritious, safe, and high-quality food. The success of this program is greatly influenced by the performance of the supply chain, which is capable of ensuring the quality of raw materials until the food is received by the beneficiaries. However, in its implementation, various obstacles that have the potential to reduce food quality are still found. This study aims to analyze the supply chain performance of the Free Nutritious Meal Program (MBG) in Jember Regency, identify critical points causing inconsistencies in food quality, and formulate improvement proposals thru root cause analysis. The research uses a descriptive qualitative approach with the Supply Chain Measurement (SCM) method based on the Supply Chain Operations Reference (SCOR) model and Root Cause Analysis (RCA) using the Fishbone Diagram. The method employed in this study is a combination of qualitative and quantitative approaches with data collection techniques thru interviews, field observations, and questionnaires to stakeholders involved in the MBG operations. The research results show that the supply chain performance value is 52.61, which falls into the Average category, indicating that improvements are still needed in several indicators, particularly the raw material delivery time, the percentage of defective raw materials from suppliers, compliance with raw material shelf life, and product distribution time. The RCA results identify that the inconsistency in food quality is influenced by factors such as material, method, man, machine, deliver, and environment, such as non compliance with raw material specifications, suboptimal implementation of cooperation contracts with suppliers, double workload on kitchen staff, distribution delays, and limited cold chain facilities. Therefore, it is necessary to strengthen the quality control system thru the digitalization of quality reporting, the appointment of special officers for raw material inspection, the implementation of a dual-sourcing system, the revision of cooperation contracts with suppliers, and the use of insulated cool boxes to maintain the quality of raw materials during the distribution process. The implementation of these improvements is expected to enhance supply chain performance and maintain the quality and safety of food in the Free Nutritious Meal Program sustainably
