Abstract

PDAM Surya Sembada Kota Surabaya berkomitmen meningkatkan kualitas pelayanan melalui pengembangan kompetensi sumber daya manusia berbasis pelatihan. Namun, belum terintegrasinya evaluasi efektivitas pelatihan dengan Training Need Analysis (TNA) menyebabkan hasil evaluasi belum optimal sebagai dasar perencanaan program selanjutnya. Penelitian ini bertujuan mengevaluasi efektivitas program pelatihan tahun 2025 menggunakan Model Kirkpatrick Level 1 (Reaction) dan Level 2 (Learning), serta merumuskan rekomendasi TNA tahun 2026. Dengan menggunakan data sekunder dari lima kategori pelatihan, analisis dilakukan menggunakan regresi logistik biner untuk Level 1 dan Linear Mixed Model untuk Level 2. Hasil penelitian menunjukkan bahwa pada Level 1, peserta secara umum memberikan reaksi positif, dengan faktor yang memengaruhi kesediaan merekomendasikan pelatihan berbeda pada setiap kategori, terutama meliputi materi, penyampaian instruktur, fasilitas atau alat praktik, dan kecukupan durasi. Pada Level 2, efektivitas pembelajaran berbeda antarprogram berdasarkan perubahan skor pretest dan posttest, dengan mayoritas program menunjukkan peningkatan hasil belajar yang signifikan. Rekomendasi TNA tahun 2026 disusun dengan menjadikan capaian dan peningkatan hasil pembelajaran sebagai dasar penentuan prioritas serta faktor Level 1 sebagai arah perbaikan desain pelatihan. Rekomendasi diarahkan pada upaya mempertahankan desain pelatihan yang telah efektif, mengevaluasi kesesuaian peserta, serta memperbaiki dan memperkuat desain pelatihan sesuai hasil evaluasi masing-masing program.

PDAM Surya Sembada Kota Surabaya is committed to improving service quality through training-based human resource competency development. However, the lack of integration between training effectiveness evaluation and Training Needs Analysis (TNA) has limited the use of evaluation results as a basis for planning subsequent programs. This study aims to evaluate the effectiveness of the 2025 training programs using the Kirkpatrick Model at Level 1 (Reaction) and Level 2 (Learning) and to formulate TNA recommendations for 2026. Using secondary data from five training categories, binary logistic regression was applied for Level 1, while a Linear Mixed Model was used for Level 2. The results show that, at Level 1, participants generally responded positively to the training, while the factors influencing their willingness to recommend the training varied across categories, primarily including training materials, instructor delivery, facilities or practical equipment, and training duration. At Level 2, learning effectiveness varied across training programs based on changes in pretest and posttest scores, with the majority of programs showing significant improvements in learning outcomes. The 2026 TNA recommendations were formulated by using learning achievement and improvement as the basis for determining priorities, while Level 1 factors were used to guide improvements in training design. The recommendations focus on maintaining effective training designs, evaluating participant suitability, and improving and strengthening training designs according to the evaluation results of each program.
