Abstract
Industri minyak dan gas merupakan industri dengan risiko operasional tinggi yang memiliki dampak signifikan terhadap Environmental, Social, dan Governance (ESG). Penelitian ini bertujuan untuk mengidentifikasi kejadian risiko dan agen risiko (risk agent) ESG, menentukan prioritas agen risiko, serta merumuskan tindakan mitigasi yang efektif dan efisien di industri minyak dan gas, dengan PT X sebagai objek penelitian. Penelitian ini menggunakan pendekatan penelitian campuran (mixed methods research). Identifikasi risiko kualitatif dilakukan melalui studi dokumen dan wawancara pakar, kemudian penilaian kuantitatif dilakukan menggunakan metode Analytical Hierarchy Process (AHP) dan House of Risk (HOR) Fase 1 dan Fase 2 dengan melibatkan 11 responden pakar (professional, akademisi, dan regulator). Hasil penelitian mengidentifikasi 15 kejadian risiko dan 15 agen risiko ESG. Pembobotan AHP menghasilkan urutan kepentingan dimensi Environmental (40,11%) > Social (30,18%) > Governance (29,72%) dengan tingkat konsistensi yang memadai (CR = 0,0667). Berdasarkan nilai Aggregate Risk Potential (ARP) terbobot dan prinsip Pareto 80%, diperoleh 11 agen risiko prioritas, dipimpin oleh ketidakpatuhan prosedur pengelolaan limbah B3 oleh kontraktor dan subkontraktor (ARP = 585,24). Analisis HOR Fase 2 berdasarkan rasio Effectiveness to Difficulty (ETD) merekomendasikan lima tindakan pencegahan prioritas, yaitu penguatan budaya keselamatan kerja, digitalisasi sistem audit dan pelaporan limbah B3, peningkatan sistem keamanan fasilitas, program Risk-Based Inspection integritas pipa, dan integrasi target ESG ke dalam KPI manajemen. Penelitian ini memberikan kontribusi teoritis bagi literatur manajemen risiko ESG di sektor industri berisiko tinggi, serta memberikan manfaat praktis berupa panduan berbasis data bagi PT X dalam mengintegrasikan risiko ESG ke dalam pengambilan keputusan dan alokasi sumber daya mitigasi risiko secara efisien.

The oil and gas industry is a high operational risk industry with significant impacts on Environmental, Social, and Governance (ESG) aspects. This study aims to identify ESG risk events and risk agents, determine risk agent priorities, and formulate effective and efficient mitigation measures in the oil and gas industry, with PT X as the research object. This research employs a mixed methods approach. Qualitative risk identification was conducted through document studies and expert interviews, followed by quantitative assessment using the Analytical Hierarchy Process (AHP) and House of Risk (HOR) method, Phase 1 and Phase 2, involving 11 expert respondents (professionals, academics, and regulators). The study identified 15 risk events and 15 ESG risk agents. AHP weighting resulted in a priority order of Environmental (40.11%) > Social (30.18%) > Governance (29.72%), with an adequate consistency ratio (CR = 0.0667). Based on the weighted Aggregate Risk Potential (ARP) values and the 80% Pareto principle, 11 priority risk agents were identified, led by non-compliance with hazardous waste (B3) management procedures by contractors and subcontractors (ARP = 585.24). The HOR Phase 2 analysis, based on the Effectiveness to Difficulty (ETD) ratio, recommends five priority preventive actions: strengthening safety culture, digitalizing the B3 waste audit and reporting system, enhancing facility security systems, implementing a Risk-Based Inspection program for pipeline integrity, and integrating ESG targets into management KPIs. This study contributes theoretically to the ESG risk management literature in high-risk industries and provides practical benefits as a data-driven guide for PT X to integrate ESG risks into corporate decision-making and efficient allocation of risk mitigation resources.
