Abstract
Sirkuit Gelora Bung Tomo (GBT) Surabaya merupakan fasilitas olahraga otomotif strategis yang dibangun di atas lahan bekas tambak di wilayah Pakal, Surabaya. Kondisi topografi tersebut menyebabkan sistem pembuangan air hujan saat ini kurang optimal, sehingga memicu timbulnya genangan pada lintasan dan fasilitas pendukung yang berisiko terhadap keamanan balapan sesuai standar Fédération Internationale de Motocyclisme (FIM). Penelitian ini bertujuan untuk menghitung debit banjir rencana, merencanakan sistem drainase yang sesuai di kawasan sirkuit, serta menganalisis kebutuhan fasilitas penunjang. Metodologi yang digunakan diawali dengan analisis hidrologi menggunakan data curah hujan harian maksimum selama 16 tahun untuk menentukan jenis distribusi frekuensi hujan melalui uji kecocokan distribusi. Selanjutnya, dihitung intensitas hujan, waktu konsentrasi, pembagian catchment area, dan koefisien pengaliran untuk memperoleh debit banjir rencana dengan periode ulang 5, 10, dan 25 tahun. Analisis hidrolika dilakukan untuk menentukan dimensi saluran dan elevasi muka air dengan mempertimbangkan saluran pembuangan akhir sebagai outlet. Perencanaan juga mencakup fasilitas penunjang seperti kolam tampung, pompa air, dan pintu air, yang kemudian diverifikasi menggunakan perangkat lunak Storm Water Management Model (SWMM). Hasil perencanaan menunjukkan bahwa debit banjir rencana gabungan adalah sebesar 1,60 m³/s untuk outlet A dan 2,24 m³/s untuk outlet B. Solusi teknis yang diterapkan meliputi pembangunan 58 ruas saluran (tersier, sekunder, dan primer) dengan 11 tipe penampang U-Ditch, serta penyediaan dua unit kolam tampung. Masing-masing kolam tampung memiliki sistem pemompaan yang terdiri atas 2 unit pompa dan 1 pintu air. Hasil simulasi SWMM mengonfirmasi bahwa sistem yang direncanakan mampu mengalirkan debit banjir tanpa terjadi luapan (flooding), sehingga keseimbangan debit kawasan tetap terjaga sesuai kondisi sebelum pembangunan.

The Gelora Bung Tomo (GBT) Circuit in Surabaya is a strategic motorsport facility built on former fishpond (tambak) land in the Pakal area of Surabaya. This topographic condition has resulted in a suboptimal stormwater drainage system, leading to waterlogging on the track and supporting facilities that poses a risk to racing safety in accordance with Fédération Internationale de Motocyclisme (FIM) standards. This study aims to calculate the design flood discharge, plan an appropriate drainage system for the circuit area, and analyze the requirements for supporting facilities. The methodology begins with a hydrological analysis using 16 years of maximum daily rainfall data to determine the appropriate rainfall frequency distribution through a goodness-of-fit test. Subsequently, rainfall intensity, time of concentration, catchment area delineation, and runoff coefficients were calculated to obtain the design flood discharge for return periods of 5, 10, and 25 years. Hydraulic analysis was conducted to determine channel dimensions and water surface elevations, taking the final discharge channel into account as the system outlet. The design also covers supporting facilities such as retention ponds, water pumps, and water gates, which were subsequently verified using the Storm Water Management Model (SWMM) software. The design results show that the combined design flood discharge is 1.60 m³/s for outlet A and 2.24 m³/s for outlet B. The technical solutions implemented include the construction of 58 channel segments (tertiary, secondary, and primary) with 11 U-Ditch cross-section types, as well as the provision of two retention ponds. Each retention pond is equipped with a pumping system consisting of 2 pumps and 1 water gate. The SWMM simulation results confirm that the planned system is capable of conveying the design flood discharge without causing flooding, thereby maintaining the area's discharge balance consistent with pre-development conditions.
