Abstract
Pola operasi Pembangkit Listrik Tenaga Gas dan Uap (PLTGU) berperan penting dalam menentukan efisiensi biaya operasi dengan melakukan pemilihan unit. Penjadwalan operasi yang kurang optimal dapat menyebabkan penggunaan unit pembangkit yang tidak ekonomis, peningkatan konsumsi bahan bakar, serta tingginya biaya operasi. Penelitian ini bertujuan mengoptimalkan pola operasi PLTGU Priok menggunakan metode Mixed Integer Linear Programming (MILP) dengan mempertimbangkan berbagai batasan teknis dan operasional pada Pembangkit PLTGU. Model dikembangkan menggunakan perangkat lunak LINGO dan divalidasi melalui lima skenario operasi yang merepresentasikan kondisi variasi pola operasi pada PLTGU Priok. Hasil penelitian menunjukkan bahwa model berhasil memperoleh solusi Optimum Global dan secara konsisten menghasilkan biaya operasi yang lebih rendah dibandingkan operasi aktual, dengan penghematan terendah Rp 901,713,421 sekitar 2.3% dan tertinggi Rp 3,574,642,403 seiktar 11.83%. Pengujian pada horizon operasi yang lebih panjang menunjukkan bahwa model menghasilkan pola operasi yang stabil, sedangkan analisis sensitivitas menunjukkan bahwa perubahan harga gas memiliki hubungan yang linier terhadap biaya operasi dengan nilai elastisitas sebesar 0,824. Hasil penelitian menunjukkan bahwa model yang dikembangkan memiliki tingkat robustness yang baik terhadap perubahan kondisi operasi maupun fluktuasi harga bahan bakar. Secara praktis, model ini berpotensi dimanfaatkan sebagai alat bantu pengambilan keputusan dalam penyusunan pola operasi harian PLTGU untuk meningkatkan efisiensi biaya secara lebih optimal.

The operational scheduling of a Combined Cycle Power Plant (CCPP) plays a crucial role in improving operational cost efficiency through the optimal selection of generating units. Inefficient scheduling may lead to uneconomical unit dispatch, increased fuel consumption, and higher operating costs. This study aims to optimize the operational scheduling of the Priok Combined Cycle Power Plant using the Mixed Integer Linear Programming (MILP) approach by considering various technical and operational constraints of the power plant. The optimization model was developed using LINGO and validated through five operational scenarios representing different operating conditions of the Priok CCPP. The results demonstrate that the proposed model successfully achieved a global optimum solution and consistently produced lower operating costs than the actual operating practice, yielding cost savings ranging from IDR 901,713,421 (2.30%) to IDR 3,574,642,403 (11.83%) across all evaluated scenarios. Further evaluation using an extended scheduling horizon confirmed that the proposed model maintained a stable operational pattern, while the sensitivity analysis revealed a linear relationship between natural gas prices and operating costs, with an elasticity value of 0.824. These findings indicate that the developed model exhibits good robustness against variations in operating conditions and fuel price fluctuations. From a practical perspective, the proposed model has the potential to serve as a decision support tool for daily operational scheduling of the Priok CCPP, enabling more cost-efficient operation while supporting more effective operational planning.
