Abstract
Skripsi ini berjudul “Analisis Pengaruh Hambatan Samping Terhadap Kapasitas Ruas Jalan Kayutangan Heritage Kota Malang”. Penelitian ini menganalisis kelas hambatan samping dan pengaruhnya terhadap kapasitas, khususnya pada kondisi kemacetan yang sering terjadi pada ruas Jalan Jenderal Basuki Rahmat khususnya pada kawasan Kayutangan Heritage Kota Malang. Perhitungan menggunakan metode berdasarkan dari Pedoman Kapasitas Jalan Indonesia (PKJI 2023) dengan beberapa data yang menjadi parameter dalam penetuan kelas hambatan samping. Data diperoleh melaui survei lapangan. Berdasarkan Pedoman Kapasitas Jalan Indonesia (PKJI 2023), hambatan samping merupakan salah satu faktor penentu dalam analisis kapasitas dan kinerja jalan perkotaan, yang dikelompokkan ke dalam kelas hambatan samping, yaitu sangat rendah, rendah, sedang, dan tinggi. Aktivitas pejalan kaki, parkir kendaraan di badan jalan, kendaraan keluar-masuk, serta kendaraan lambat berkontribusi terhadap peningkatan kelas hambatan samping, yang selanjutnya memengaruhi nilai faktor penyesuaian kapasitas (FCsf). Hasil penelitian menunjukkan kelas hambatan samping tertinggi terjadi pada segmen jalan 2 saat weekend dengan kategori tinggi. Hambatan samping menurunkan kapasitas ruas jalan sebesar 3.16% hingga 14.74% dari kondisi referensi dengan kelas hambatan samping sangat rendah. Penurunan kapasitas terbesar pada segmen jalan 2 saat weekend sebesar 14.74%, yaitu dari 2368.236 smp/jam menjadi 2019.2328 smp/jam, dengan nilai derajat kejenuhan sebesar 1.03. Hasil uji Korelasi Pearson menunjukkan aktivitas parkir kendaraan di badan jalan merupakan aktivitas hambatan samping yang dominan. Selanjutnya, diperoleh model persamaan regresi yang digunakan untuk memperkirakan besarnya penurunan kapasitas akibat aktivitas hambatan samping. Berdasarkan simulasi penerapan fasilitas parkir off-street sesuai arahan RTRW dan RDTR, persentase penurunan kapasitas berkurang menjadi 1.79% hingga 8.80%, sedangkan derajat kejenuhan tertinggi menurun dari 1.03 menjadi 0.96. Berdasarkan analisis pengembangan kawasan, fasilitas parkir off-street menjadi kebutuhan prioritas untuk mengurangi hambatan samping. Penelitian ini turut mendukung pencapaian Sustainable Development Goals (SDGs), khususnya Goal 9 (Industri, Inovasi dan Infrastruktur) melalui peningkatan kualitas dan efektivitas infrastruktur jalan perkotaan, serta Goal 11 (Kota dan Pemukiman Berkelanjutan) melalui penguatan sistem transportasi yang lebih tertib, aman, dan berkelanjutan. Dengan pengelolaan hambatan samping, kinerja lalu lintas di Kawasan Kayutangan Heritage Kota Malang tetap berjalan optimal.

This undergraduate thesis, entitled “Analysis of the Effect of Side Friction on Road Capacity in the Kayutangan Heritage Area, Malang City,” analyzes side friction classes and their effect on road capacity, particularly under congested traffic conditions on Jalan Jenderal Basuki Rahmat in the Kayutangan Heritage Area, Malang City. The analysis was conducted based on the Indonesian Highway Capacity Guidelines (PKJI 2023) using several parameters to determine the side friction class. Data were collected through field surveys. According to PKJI (2023), side friction is one of the factors affecting urban road capacity and traffic performance and is classified into four categories: very low, low, medium, and high. Pedestrian activities, on-street parking, access movements, and slow-moving vehicles contribute to increasing the side friction class, which subsequently affects the road capacity adjustment factor (FCsf). The results showed that the highest side friction class occurred on Road Segment 2 during the weekend, which was classified as high. Side friction reduced road capacity by 3.16%–14.74% compared with the reference condition under a very low side friction class. The greatest reduction occurred on Road Segment 2 during the weekend, from 2,368.236 pcu/h to 2,019.233 pcu/h, resulting in a degree of saturation of 1.03. Pearson correlation analysis identified on-street parking as the dominant side friction activity. Furthermore, a regression model was developed to estimate road capacity reduction caused by side friction. Simulation of an off-street parking facility based on the RTRW and RDTR reduced the road capacity reduction to 1.79%–8.80%, while the highest degree of saturation decreased from 1.03 to 0.96. Based on the regional development analysis, the provision of an off-street parking facility is recommended to reduce side friction. This study supports the achievement of the Sustainable Development Goals (SDGs), particularly Goal 9 (Industry, Innovation and Infrastructure) through improving urban road infrastructure, and Goal 11 (Sustainable Cities and Communities) through promoting a safer, more orderly, and sustainable transportation system. Proper side friction management is expected to maintain optimal traffic performance in the Kayutangan Heritage Area, Malang City.
