Abstract

Listrik merupakan infrastruktur vital yang mendukung pembangunan ekonomi dan sosial. PT PLN (Persero) bertanggung jawab menjamin keandalan dan keamanan pasokan listrik melalui pengoperasian Distribution Control Center (DCC) dan data center-nya. Saat ini, Jawa-Bali dilayani oleh enam DCC yang beroperasi secara terpisah dan pemilihan lokasinya belum mempertimbangkan kriteria kebencanaan dan kriteria pendukung lainnya. Hal ini, menjadikan DCC rentan mengalami kegagalan operasional saat terjadi bencana. Oleh karena itu, PLN merencanakan membangun infrastruktur data center baru untuk Distribution Main Control Center (DMCC) dan Disaster Recovery Center (DRC) yang akan secara terpusat mengintegrasikan pengendalian operasi sistem distribusi di enam wilayah kerja di Jawa-Bali. Penentuan lokasi DMCC dan DRC memerlukan pendekatan berbasis multi-kriteria. Penelitian ini bertujuan untuk menentukan lokasi optimal penempatan infrastruktur data center untuk DMCC dan DRC di wilayah Jawa-Bali, Metode Analytical Hierarchy Process (AHP) dan Geographic Information System (GIS) digunakan untuk pengambilan keputusan atas beberapa alternatif lokasi menggunakan multi kriteria dengan melibatkan narasumber dari ahli di internal dan eksternal PLN yang bertindak sebagai expert judgement dalam proses pembobotannya. Kriteria yang digunakan adalah kriteria bencana alam, bencana non-alam, bencana sosial, infrastruktur, finansial, lingkungan & geografis serta transportasi. Ketujuh kriteria ini selanjutnya dijabarkan dalam 26 sub-kriteria. Hasil penelitian menunjukkan bahwa kriteria bahaya alam merupakan parameter yang paling dominan dengan bobot 26,5%, diikuti oleh infrastruktur (22%) dan finansial (15,2%). Pada tingkat sub-kriteria, multi-bahaya alam (22,2%) telekomunikasi (9,1%) dan kelistrikan (8,1%) menjadi 3 besar sub-kriteria yang paling berpengaruh. Hasil penelitian juga menempatkan lokasi 1 yang berada di kabupaten Wonosobo dan lokasi 2 yang berada di Kabupaten Karang Asem sebagai lokasi optimal penempatan infrastruktur data center untuk DMCC dan DRC. Hasil penelitian diharapkan menjadi acuan bagi PT. PLN (Persero) dalam proses perencanaan dan pengambilan keputusan strategis dalam penentuan lokasi infrastruktur yang andal, resilien terhadap bencana, dan berkelanjutan.

Electricity is vital infrastructure supporting economic and social development. PT PLN (Persero is responsible for ensuring the reliability and security of electricity supply through the operation of Distribution Control Center (DCC) and their supporting data center. Nowdays, the Jawa–Bali is served by six independently operated DCCs, whose site selection did not consider disaster risks and other supporting criteria. Consequently, these DCCs are vulnerable to operational failures during disaster events. PT PLN (Persero) plans to build a new data center infrastructure for a Distribution Main Control Center (DMCC) and a Disaster Recovery Center (DRC). These facilities will centrally integrate the distribution system operation across the six operational regions in Java–Bali. A thorough multi-criteria decision-making approach is necessary to choose suitable locations for the DMCC and DRC because of the area's high exposure to natural risks. This study aims to determine the optimal locations of data center for the DMCC and DRC infrastructure in the Java–Bali region. The Analytical Hierarchy Process (AHP) and Geographic Information System (GIS) was employed to evaluate multiple candidate locations using a multi-criteria decision-making framework. The weighting process was conducted through expert judgment involving expert from both within and outside PLN. The evaluation framework consists of seven main criteria, namely natural hazards, non-natural hazards, social hazards, infrastructure, financial, environmental and geographical, and transportation, which are further decomposed into 26 sub-criteria. The results indicate that natural hazards are the most influential criterion with a weight of 26.5%, followed by infrastructure (22.0%) and financial (15.2%). At the sub-criteria level, multi-natural hazards (22.2%), telecommunications (9.1%), and electricity (8.1%) are identified as the three most significant factors. The analysis further identifies Location 1 (Wonosobo District) and Location 3 (Karang Asem District) as the optimal alternatives for the development of the DMCC and DRC data center infrastructure. The findings are expected to serve as a strategic reference for PT PLN (Persero) in infrastructure planning and decision-making, supporting the development of reliable, disaster-resilient, and sustainable distribution control center infrastructure.
