Abstract

PT XYZ mengoperasikan fasilitas produksi yang kompleks di mana sejumlah besar proposal investasi pemeliharaan diajukan setiap tahunnya. Ketika total nilai proposal yang memenuhi syarat melebihi anggaran yang tersedia, urutan pendanaan saat ini diputuskan melalui penilaian ahli informal pada rapat penugasan tanpa metode pemangkasan berbasis kriteria yang terstruktur. Penelitian ini mengembangkan prosedur prioritas yang menggabungkan Analisis Konsekuensi Kegagalan (COFA) untuk mengklasifikasikan proposal berdasarkan konsekuensi kegagalan operasional, pembobotan AHP-CRITIC hibrida untuk menggabungkan penilaian ahli dari kelompok Pengendalian Biaya dan Pengguna Akhir dengan bobot yang diperoleh dari data, dan Pembobotan Aditif Sederhana (SAW) untuk menghasilkan peringkat prioritas yang transparan dan bebas ikatan dalam setiap tingkatan. Diterapkan pada delapan proposal investasi Pabrik 5 dari siklus RKAP 2024, prosedur ini mengklasifikasikan enam proposal sebagai Kritis dan dua sebagai Berpotensi Kritis, dan dengan asumsi anggaran tahunan sebesar Rp 40.000.000.000, mengalokasikan dana ke enam proposal dengan pemanfaatan anggaran sebesar 94,3% dan total pengurangan risiko tahunan sebesar Rp 3.547.282.342, mengungguli urutan dari cost control unit yang hanya dapat mendanai 4 item dengan pemanfaatan anggaran sebesar 81,3% dan urutan dari end-users yang hanya dapat mendanai 3 item dengan pemanfaatan anggaran sebesar 61,9%.

PT XYZ operates complex production facilities where a large number of maintenance investment proposals are submitted annually, and when the total value of eligible proposals exceeds the available budget, the funding order is currently decided through informal expert judgement at the consignment meeting with no structured, criteria-based trimming method. This research develops a prioritization procedure combining Consequence of Failure Analysis (COFA) to classify proposals by operational failure consequence, hybrid AHP-CRITIC weighting to combine expert judgement from Cost Control and End-user groups with data-derived weights, and Simple Additive Weighting (SAW) to produce a transparent and tie-free priority ranking within each tier. Applied to eight Plant 5 investment proposals from the 2024 RKAP cycle, the procedure classifies six proposals as Critical and two as Potentially Critical, and under an assumed annual budget of IDR 40,000,000,000, allocates funds to six proposals with a budget utilization of 94.3% and a total annualized risk reduction of IDR 3,547,282,342, outperforming both the Cost Control order alone that can only fund 4 items with budget utilization of 81,3% and the End-user order alone that can only fund 3 items with budget utilization of 61,9%.
