Abstract

Pembangunan Dermaga Fuel Terminal PT. Pertamina Patra Niaga di Pulau Biak, Papua, merupakan proyek infrastruktur strategis yang padat modal, padat sumber daya, dan memiliki kompleksitas tinggi, sehingga ketidakefektifan penjadwalan berpotensi menimbulkan keterlambatan, pembengkakan biaya (cost overrun), serta terganggunya distribusi energi di wilayah tersebut. Penelitian ini bertujuan menganalisis dan membandingkan durasi penyelesaian proyek melalui penerapan dua metode penjadwalan, yaitu Critical Path Method (CPM) dan Precedence Diagram Method (PDM), berdasarkan data sekunder berupa daftar aktivitas, durasi, dan hubungan antaraktivitas proyek. Perhitungan jaringan kerja dilakukan melalui perhitungan maju (forward pass) dan mundur (backward pass) untuk memperoleh waktu mulai dan selesai paling awal maupun paling lambat, total float, serta lintasan kritis pada masing-masing metode, yang selanjutnya divalidasi menggunakan perangkat lunak Microsoft Project. Hasil penelitian menunjukkan bahwa metode CPM, yang seluruhnya berbasis hubungan Finish-to-Start (FS), menghasilkan estimasi durasi total proyek selama 618 hari dengan lintasan kritis yang panjang dan kaku pada rangkaian aktivitas ID 1-6-15-20-22-23-26-29-31-32-46-48. Sebaliknya, metode PDM yang mengakomodasi hubungan Start-to-Start (SS) dan Finish-to-Start (FS) secara fleksibel melalui skema tumpang tindih (overlapping) mampu mereduksi durasi total proyek menjadi 469 hari dengan lintasan kritis yang lebih ringkas pada rangkaian ID 1-2-43-44-46-48, atau 149 hari lebih cepat dibandingkan CPM. Analisis Kurva-S turut memperkuat temuan tersebut: metode PDM diproyeksikan mencapai progres 100% pada minggu ketiga Agustus 2025, sedangkan metode CPM baru mencapai penyelesaian pada minggu pertama Februari 2026, dengan deviasi jadwal antarmetode yang mencapai puncak 40,45% pada pertengahan periode pelaksanaan proyek. Dengan demikian, penelitian ini menyimpulkan bahwa metode PDM terbukti lebih efisien, adaptif, dan realistis dibandingkan CPM, sehingga direkomendasikan sebagai baseline dokumen pengendalian proyek bagi PT. Pertamina Patra Niaga guna meminimalkan risiko keterlambatan pembangunan infrastruktur energi di Pulau Biak.

The construction of the PT. Pertamina Patra Niaga Fuel Terminal Jetty on Biak Island, Papua, is a strategic infrastructure project that is capital-intensive, resource-intensive, and highly complex, so that ineffective scheduling may cause delays, cost overruns, and disruption to energy distribution in the region. This study aims to analyze and compare project completion duration by applying two scheduling methods, namely the Critical Path Method (CPM) and the Precedence Diagram Method (PDM), based on secondary data on project activities, durations, and activity relationships. Network calculations were performed through forward pass and backward pass analysis to obtain the earliest and latest start/finish times, total float, and critical path for each method, which were subsequently validated using Microsoft Project software. The results show that the CPM method, which relies entirely on Finish-to-Start (FS) relationships, produces a total project duration of 618 days with a long and rigid critical path along activities ID 1-6-15-20-22-23-26-29-31-32-46-48. In contrast, the PDM method, which flexibly accommodates Start-to-Start (SS) and Finish-to-Start (FS) relationships through an overlapping scheme, reduces the total project duration to 469 days with a more compact critical path along ID 1-2-43-44-46-48, or 149 days faster than CPM. S-Curve analysis reinforces these findings: the PDM method is projected to reach 100% progress by the third week of August 2025, while the CPM method only reaches completion in the first week of February 2026, with the schedule deviation between the two methods peaking at 40.45% around the midpoint of project implementation. This study therefore concludes that the PDM method is more efficient, adaptive, and realistic than CPM, and is recommended as a baseline project-control document for PT. Pertamina Patra Niaga to minimize the risk of delays in energy infrastructure development on Biak Island.
