Abstract
Perkembangan teknologi informasi telah mendorong transformasi layanan publik menuju sistem digital berbasis aplikasi. Pada tingkat pemerintah daerah, terutama di Pemerintah Kabupaten Kediri, berbagai aplikasi telah dikembangkan untuk mendukung pelayanan publik dan administrasi internal. Namun, hingga saat ini belum terdapat standar baku untuk mengevaluasi kualitas teknis aplikasi-aplikasi tersebut. Penilaian yang ada lebih banyak mengacu pada kerangka Sistem Pemerintahan Berbasis Elektronik (SPBE), yang menitikberatkan pada pemenuhan administratif, tata kelola, dan integrasi, namun belum sepenuhnya mencakup pengukuran teknis secara mendalam. Penelitian ini bertujuan untuk mengevaluasi kualitas teknis aplikasi pemerintahan menggunakan standar ISO/IEC 25010 pada karakteristik terpilih yang relevan, seperti usability, reliability, performance efficiency, dan security. Pengujian dilakukan menggunakan kombinasi metode black box dan white box, serta kuesioner System Usability Scale (SUS) yang telah dipetakan ke sub-karakteristik ISO/IEC 25010. Hasil pengukuran teknis kemudian dibandingkan dengan level SPBE pada indikator layanan untuk mengidentifikasi dan menganalisis gap. Luaran penelitian berupa rekomendasi peningkatan kualitas aplikasi pemerintahan berbasis hasil evaluasi ISO/IEC 25010, yang diharapkan dapat mendukung pencapaian target SPBE yang berorientasi pada kualitas layanan publik.

The rapid development of digital government services has led local governments to deploy multiple applications supporting public administration and service delivery. However, no standard framework exists for evaluating the technical quality of such applications at the regional level in Indonesia. The current assessment model, Sistem Pemerintahan Berbasis Elektronik (SPBE), emphasizes administrative compliance, governance, interoperability, and documentation, but does not deeply assess technical quality attributes. This study aims to evaluate the technical quality of selected government applications using selected characteristics of the ISO/IEC 25010 software product quality model, and to compare the results with corresponding SPBE service-level indicators to identify alignment and potential gaps. The evaluated ISO/IEC 25010 characteristics include usability, reliability, functional suitability, performance efficiency, and security. Usability was assessed using the System Usability Scale (SUS) through an embedded in-app evaluation widget, while other characteristics were tested using standard software testing tools and inspection procedures. The expected contribution of this study is a set of recommendations to improve application quality and support SPBE goals, particularly toward digital government transformation that prioritizes public service quality.
