Abstract

Transformasi digital di perguruan tinggi membutuhkan evaluasi kualitas perangkat lunak yang objektif dan terstandarisasi. Saat ini, evaluasi aplikasi layanan sering kali bersifat subjektif dan parsial karena belum memiliki formula indeks yang baku. Penelitian ini bertujuan merancang model indeks kualitas penggunaan (Quality in Use) perangkat lunak pada aplikasi layanan perguruan tinggi berdasarkan standar ISO/IEC 25022:2016. Model dikembangkan menggunakan pendekatan Multi-Criteria Decision-Making (MCDM) dengan metode Analytic Hierarchy Process (AHP) untuk menentukan bobot prioritas karakteristik kualitas berdasarkan konsensus pakar akademisi dan praktisi. Instrumen pengukuran disusun melalui teknik triangulasi data yang melibatkan kuesioner pengguna, wawancara operasional, dan wawancara strategis. Model kemudian diimplementasikan pada tiga aplikasi di Institut Teknologi Sepuluh Nopember (ITS), yaitu myITS Classroom, myITS Thesis, dan SI Akademik. Hasil pembobotan AHP menunjukkan bahwa Effectiveness menjadi prioritas tertinggi dengan bobot 46,52%, diikuti *Efficiency* (17,05%), Freedom from Risk (15,87%), Satisfaction (14,57%), dan Context Coverage (5,99%). Implementasi pengukuran menghasilkan indeks komposit sebesar 0,80 (Baik) untuk myITS Classroom, 0,79 (Baik) untuk myITS Thesis, dan 0,80 (Baik) untuk SI Akademik. Penelitian ini menyimpulkan bahwa ekosistem layanan digital ITS memiliki kualitas penggunaan yang baik secara keseluruhan, sekaligus berhasil mengidentifikasi area yang memerlukan perbaikan, seperti peningkatan kapasitas peladen, penyederhanaan alur navigasi, dan modernisasi antarmuka.

Digital transformation in higher education requires objective and standardized software quality evaluation. Currently, service application evaluation is often subjective and partial due to the absence of a standardized index formula. This study aims to design and develop a Quality in Use index model for higher education service applications based on the ISO/IEC 25022:2016 standard. The proposed model employs a *Multi-Criteria Decision-Making* (MCDM) approach using the *Analytic Hierarchy Process* (AHP) method to determine the priority weights of quality characteristics based on the consensus of academic and practitioner experts. The measurement instrument was developed through data triangulation techniques involving user questionnaires, operational interviews, and strategic interviews. The model was implemented on three applications at Institut Teknologi Sepuluh Nopember (ITS), namely myITS Classroom, myITS Thesis, and SI Akademik. The AHP weighting results indicated that *Effectiveness* was the highest priority with a weight of 46.52%, followed by *Efficiency* (17.05%), Freedom from Risk (15.87%), Satisfaction (14.57%), and Context Coverage* (5.99%). The implementation of the measurement model produced composite index scores of 0.80 (Good) for myITS Classroom, 0.79 (Good) for myITS Thesis, and 0.80 (Good) for SI Akademik. This study concludes that the ITS digital service ecosystem demonstrates a good overall Quality in Use performance while successfully identifying specific areas requiring improvement, including server capacity enhancement, navigation flow simplification, and interface modernization.
