Abstract
Dinas Kesehatan Kota Surabaya menghadapi fragmentasi data akibat beroperasinya empat sistem informasi kesehatan secara terpisah, yaitu SIMPUS, SIMRS, SITB, dan PWS, yang menyulitkan penyajian informasi terpadu bagi pengambilan keputusan manajerial. Penelitian ini bertujuan merancang, membangun, dan mengevaluasi Data Warehouse beserta Analytics Dashboard untuk mengintegrasikan keempat sistem tersebut, menggunakan Design Science Research Methodology (DSRM) dengan pemodelan dimensional Kimball serta evaluasi berdasarkan Model Kesuksesan Sistem Informasi DeLone & McLean. Artefak yang dihasilkan berupa Data Warehouse PostgreSQL dengan 43 tabel (9 tabel fakta, 30 tabel dimensi, dan 4 tabel pendukung) yang memuat 44,2 juta fact records data operasional periode 2022 hingga 2025 dari 63 Puskesmas dan 3 RSUD, serta Analytics Dashboard tujuh halaman berbasis Microsoft Power BI. Integrasi identitas pasien lintas sistem melalui conformed dimension berbasis hash SHA-256 atas Nomor Induk Kependudukan mengidentifikasi 2,85 juta pasien unik, dengan 538 ribu pasien (18,86%) tercatat pada lebih dari satu sistem. Proses integrasi sekaligus berfungsi sebagai mekanisme audit kualitas data, yang mengoreksi misklasifikasi indikator bayi berat lahir rendah menjadi 2,99% serta menghitung prevalensi stunting sebesar 5,08% yang sebelumnya belum terkonsolidasi. Pengujian penerimaan pengguna (User Acceptance Testing) atas 32 skenario oleh sembilan penguji menunjukkan tingkat keberhasilan 100%. Evaluasi persepsi terhadap 93 responden yang dianalisis menggunakan statistik deskriptif dan korelasi Spearman dengan perangkat lunak Minitab menunjukkan bahwa seluruh dimensi memperoleh penilaian baik (rerata di atas 4,0 pada skala 5). Selain itu, terdapat hubungan positif yang kuat dan signifikan antara System Quality dan Net Benefits (ρ = 0,745; p < 0,001) serta antara Information Quality dan Net Benefits (ρ = 0,744; p < 0,001). Penelitian ini menyimpulkan bahwa implementasi Data Warehouse dan Analytics Dashboard meningkatkan kualitas informasi dan mendukung kapabilitas pengambilan keputusan berbasis data, serta memberikan implikasi manajerial bagi penguatan tata kelola data di instansi kesehatan pemerintah daerah.

The Surabaya City Health Department faces data fragmentation caused by the separate operation of four health information systems, namely SIMPUS, SIMRS, SITB, and PWS, which hampers the presentation of integrated information for managerial decision-making. This research aims to design, build, and evaluate a Data Warehouse and an Analytics Dashboard to integrate these four systems, using the Design Science Research Methodology (DSRM) with Kimball dimensional modeling and an evaluation based on the DeLone & McLean Information Systems Success Model. The resulting artifacts comprise a PostgreSQL Data Warehouse with 43 tables (9 fact tables, 30 dimension tables, and 4 supporting tables) containing 44.2 million fact records of operational data from 2022 to 2025 across 63 Puskesmas and 3 RSUD, together with a seven-page Microsoft Power BI Analytics Dashboard. Cross-system patient identity integration through a conformed dimension based on SHA-256 hashing of the National Identity Number (NIK) identified 2.85 million unique patients, with 538 thousand patients (18.86%) recorded in more than one system. The integration process also served as a data-quality audit mechanism, correcting the misclassification of the low-birth-weight indicator to 2.99% and computing a previously unconsolidated stunting prevalence of 5.08%. User Acceptance Testing of 32 scenarios by nine testers showed a 100% success rate. A perception evaluation of 93 respondents analyzed using descriptive statistics and Spearman correlation in Minitab showed that all dimensions received favorable ratings (means above 4.0 on a 5-point scale) and indicated strong, positive, and significant relationships between System Quality and Net Benefits (ρ = 0.745; p < 0.001) and between Information Quality and Net Benefits (ρ = 0.744; p < 0.001). This research concludes that the implementation of the Data Warehouse and Analytics Dashboard improved information quality and supported data-driven decision-making capabilities, and provides managerial implications for strengthening data governance in local government health institutions.
