Abstract

PD. Taman Satwa Kebun Binatang Surabaya sebagai Badan Usaha Milik Daerah (BUMD) belum memiliki rencana strategis berdasarkan kondisi internal dan eksternal, sementara Key Performance Indicator (KPI) yang diterapkan belum sepenuhnya diturunkan dari strategi dan visi organisasi serta belum terintegrasi hingga tingkat departemen. Penelitian ini bertujuan merancang strategi perusahaan dan sistem pengukuran kinerja yang selaras dengan visi organisasi sebagai lembaga konservasi unggul bertaraf global. Perumusan strategi dilakukan melalui analisis internal menggunakan 7S McKinsey, analisis eksternal menggunakan PESTLE Analysis, Porter’s Five Forces, Competitive Profile Matrix (CPM), Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), Internal-External (IE) Matrix, TOWS Matrix, dan Quantitative Strategic Planning Matrix (QSPM). Strategi terpilih kemudian diterjemahkan ke dalam Balanced Scorecard, diturunkan menjadi KPI korporat dan dibagi penanggung jawabnya pada departemen yang ada di PD. Taman Satwa KBS, serta dibobotkan dengan Analytical Hierarchy Process (AHP). Hasil penelitian menghasilkan delapan sasaran strategi, 14 KPI korporat, pembagian KPI holder pada setiap departemen, dan strategi prioritas berupa product development. Hasil feasibility analysis menunjukkan strategi tersebut layak diterapkan dengan nilai Net Present Value (NPV) sebesar Rp62.435.293,41, Benefit Cost Ratio (BCR) sebesar 1,509, dan Payback Period (PP) selama 17 bulan, sehingga mendukung peningkatan kinerja organisasi dan keberlanjutan perusahaan.

Surabaya Zoo Regional Public Company (PD. Taman Satwa Kebun Binatang Surabaya), as a regional-owned enterprise (BUMD), has not yet established corporate strategies based on comprehensive internal and external analyses. In addition, its Key Performance Indicators (KPIs) have not been fully aligned with the organization's strategic objectives and vision, nor have they been effectively cascaded to the departmental level. This study aims to formulate corporate strategies and develop a performance measurement system aligned with the organization's vision of becoming a world-class conservation institution. Strategy formulation employed the McKinsey 7S Framework, PESTLE Analysis, Porter’s Five Forces, Competitive Profile Matrix (CPM), Internal Factor Evaluation (IFE), External Factor Evaluation (EFE), Internal-External (IE) Matrix, TOWS Matrix, Quantitative Strategic Planning Matrix (QSPM), and Analytical Hierarchy Process (AHP). The selected strategy was translated into a Balanced Scorecard, cascaded into corporate KPIs, assigned to responsible departments, and weighted using AHP. The study produced eight strategic objectives, fourteen corporate KPIs, departmental KPI assignments, and identified product development as the priority strategy. The feasibility analysis confirmed that the proposed strategy is financially viable, with a Net Present Value (NPV) of Rp62,435,293.41, a Benefit-Cost Ratio (BCR) of 1.509, and a Payback Period (PP) of 17 months, demonstrating its potential to improve organizational performance and support long-term sustainability.
