Abstract

Distribusi Bahan Bakar Minyak (BBM) ke Pembangkit Listrik Tenaga Diesel (PLTD) di wilayah kepulauan, khususnya Kabupaten Raja Ampat, menghadapi tantangan berupa jarak distribusi yang jauh, keterbatasan kapasitas kapal, serta tingginya biaya operasional. Selama ini distribusi dilakukan menggunakan skema round trip logistic, yaitu kapal melayani satu PLTD kemudian kembali ke depot sebelum melanjutkan pengiriman ke lokasi berikutnya. Pola ini menyebabkan utilisasi kapal kurang optimal dan meningkatkan jarak pelayaran. Penelitian ini bertujuan menganalisis perubahan skema distribusi dari round trip logistic menjadi destination clustering serta mengevaluasi dampaknya terhadap efisiensi distribusi BBM. Penelitian dilakukan dengan mengumpulkan data kebutuhan BBM, kapasitas tangki, konsumsi harian, kapasitas kapal, dan matriks jarak antar PLTD. Selanjutnya, metode Clarke and Wright Savings Algorithm (CWSA) digunakan untuk membentuk kandidat rute distribusi berdasarkan penghematan jarak. Rute yang dihasilkan kemudian divalidasi menggunakan simulasi inventory dan analisis sensitivitas untuk memastikan terpenuhinya kebutuhan BBM, safety stock, kapasitas tangki, serta interval pengiriman pada setiap PLTD. Hasil penelitian menunjukkan bahwa pendekatan destination clustering mampu mengurangi total jarak distribusi dan meningkatkan utilisasi kapal dibandingkan sistem round trip logistic. Simulasi inventory menunjukkan bahwa seluruh PLTD dapat mempertahankan persediaan BBM di atas batas safety stock selama periode distribusi. Selain itu, analisis sensitivitas menunjukkan bahwa perubahan konfigurasi rute dapat mempengaruhi jarak distribusi, kapasitas kapal, dan kondisi inventory. Hasil penelitian ini memberikan rekomendasi bagi PLN dalam merancang sistem distribusi BBM yang lebih efisien, andal, dan sesuai dengan karakteristik wilayah kepulauan.

Fuel Oil (BBM) distribution to Diesel Power Plants (PLTDs) in archipelagic regions, particularly in Raja Ampat Regency, faces significant challenges due to long distribution distances, limited vessel capacity, and high operational costs. Currently, fuel distribution is carried out using a round-trip logistics scheme, where a vessel serves one PLTD and returns to the depot before proceeding to the next destination. This approach results in low vessel utilization and increased sailing distances. Therefore, this study aims to analyze the transition from a round-trip logistics scheme to a destination clustering approach and evaluate its impact on distribution efficiency. The study was conducted using data on fuel demand, storage tank capacity, daily fuel consumption, vessel capacity, and distance matrices between PLTD locations. The Clarke and Wright Savings Algorithm (CWSA) was then applied to generate distribution route candidates based on distance savings. The resulting routes were validated through inventory simulation and sensitivity analysis to ensure compliance with fuel demand requirements, safety stock levels, storage tank capacities, and delivery intervals for each PLTD. The results indicate that the destination clustering approach can significantly reduce total distribution distance and improve vessel utilization compared to the existing round-trip logistics system. Inventory simulation demonstrates that all PLTDs are able to maintain fuel stock above the safety stock threshold throughout the planning horizon. Furthermore, sensitivity analysis shows that changes in route configuration can affect distribution distance, vessel capacity, and inventory conditions. The findings provide practical recommendations for PLN in designing a more efficient, reliable, and sustainable fuel distribution system for archipelagic regions.
