Abstract

Distribusi pupuk bersubsidi di PT Pupuk Indonesia Regional 3A menghadapi kompleksitas tinggi akibat interdependensi proses antara fungsi penjualan, distribusi, pergudangan, vendor truk, dan gudang tujuan yang rentan terhadap ketidakpastian lapangan. Masalah utama dalam rantai pasok ini adalah belum adanya pemetaan risiko operasional yang terintegrasi sehingga penyesuaian operasional sering kali berjalan reaktif terhadap deviasi rencana-realisasi. Kondisi tersebut memicu dampak operasional yang masif, mulai dari pembengkakan biaya logistik akibat lonjakan kebutuhan armada truk charter hingga penurunan service level. Sebagai solusinya, penelitian ini menerapkan framework manajemen risiko melalui identifikasi dan konsolidasi faktor risiko. Metode DEMATEL kemudian diaplikasikan untuk mengukur tingkat kepentingan serta memetakan struktur hubungan sebab-akibat antarrisiko berdasarkan penilaian sepuluh responden pakar lintas divisi. Selanjutnya dilengkapi dengan gap analysis untuk mengidentifikasi kesenjangan pada sistem pengendalian operasional berjalan. Dari hasil analisis terpetakan 14 kriteria risiko ke dalam empat kuadran interdependensi. Penelitian ini mengidentifikasi risiko kritis di Kuadran IV sebagai target tindakan perbaikan cepat (quick wins) melalui rancangan penguatan utama melalui tiga Standard Operating Procedure (SOP) harian untuk menstabilkan performa distribusi melalui pemantauan risiko, sinkronisasi data, dan eskalasi risiko. Kemudian, visualisasi SOP dibantu dengan rancangan antarmuka Integrated Risk Management Dashboard sebagai instrumen monitoring real-time yang adaptif bagi manajemen perusahaan.

The distribution of subsidized fertilizers at PT Pupuk Indonesia Regional 3A faces high complexity due to the interdependent processes among the sales, distribution, warehousing, trucking vendors, and destination warehouse functions, all of which are highly vulnerable to operational uncertainties. The primary issue within this supply chain is the absence of an integrated operational risk mapping system, causing operational adjustments to be performed reactively in response to deviations between planned and actual distribution activities. This condition has led to substantial operational impacts, ranging from increased logistics costs due to the rising demand for charter truck services to a decline in service levels. To address these challenges, this study implements a risk management framework through the identification and consolidation of operational risk factors. The DEMATEL method is subsequently employed to assess the significance of each risk and to map the interrelationships among risks based on the judgments of ten cross-functional expert respondents. Furthermore, a gap analysis is conducted to identify deficiencies in the existing operational control system. The results classify fourteen risk criteria into four interdependence quadrants. This study identifies the critical risks in Quadrant IV as the primary targets for quick wins through the development of three key daily Standard Operating Procedures (SOPs) aimed at stabilizing distribution performance by strengthening risk monitoring, data synchronization, and risk escalation processes. In addition, the proposed SOPs are supported by the design of an Integrated Risk Management Dashboard interface as an adaptive real-time monitoring instrument for company management.
