Abstract
ALIBO (Angkutan Listrik Bogor) merupakan angkot listrik pertama yang beroperasi di Kota Bogor sebagai bagian dari upaya transformasi transportasi publik yang lebih ramah lingkungan, nyaman, dan berkelanjutan. Keberhasilan operasional ALIBO sangat dipengaruhi oleh efisiensi Biaya Operasional Kendaraan (BOK), khususnya yang berkaitan dengan aktivitas pengisian daya kendaraan listrik. Saat ini, keterbatasan jumlah dan lokasi Stasiun Pengisian Kendaraan Listrik Umum (SPKLU) menyebabkan kendaraan harus melakukan perjalanan tambahan di luar trayek operasional untuk melakukan pengisian daya. Kondisi tersebut berpotensi meningkatkan konsumsi energi, waktu tempuh, serta biaya operasional kendaraan. Oleh karena itu, diperlukan penentuan lokasi SPKLU yang optimal untuk mendukung operasional ALIBO secara efektif dan efisien. Penelitian ini bertujuan untuk mengidentifikasi alternatif lokasi SPKLU, menentukan bobot prioritas kriteria pemilihan lokasi menggunakan metode Fuzzy Analytical Hierarchy Process (Fuzzy AHP), serta menentukan alternatif lokasi terbaik menggunakan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Pendekatan Geographic Information System (GIS) digunakan untuk mengidentifikasi dan memetakan alternatif lokasi SPKLU di sekitar koridor trayek ALIBO. Penelitian menggunakan tujuh kriteria penilaian, yaitu jarak dan waktu tempuh, pembantu pelaksana pelayanan, biaya sewa tempat dan pajak/retribusi, investasi dan biaya penyambungan, ketersediaan lahan parkir untuk antrean, keamanan lokasi dan kerawanan sosial/lingkungan, serta kemacetan. Hasil pembobotan menggunakan Fuzzy AHP menunjukkan bahwa kriteria yang memiliki pengaruh terbesar adalah jarak dan waktu tempuh (0,2085), keamanan lokasi dan kerawanan sosial / lingkungan (0,1934), serta ketersediaan lahan parkir untuk antrean (0,1837). Selanjutnya, hasil pemeringkatan menggunakan metode TOPSIS menunjukkan bahwa alternatif RS PMI (A11) memperoleh nilai preferensi tertinggi sebesar 0,8084, diikuti Terminal Baranangsiang (A3) sebesar 0,6492 dan Bakorwil (A10) sebesar 0,6178. Hasil penelitian menunjukkan bahwa RS PMI merupakan lokasi SPKLU yang paling optimal untuk mendukung operasional ALIBO berdasarkan kombinasi kriteria teknis, operasional, ekonomi, dan lingkungan.

ALIBO (Bogor Electric Public Transport) is the first electric public minibus service operating in Bogor City, Indonesia, as part of the transition toward environmentally friendly, comfortable, and sustainable public transportation. The operational sustainability of ALIBO is highly dependent on the efficiency of Vehicle Operating Costs (VOC), particularly those associated with electric vehicle charging activities. The limited availability and suboptimal location of existing Electric Vehicle Charging Stations (EVCS) require vehicles to travel outside their operational routes for charging, resulting in additional travel time, energy consumption, and operating costs. Therefore, determining the optimal location of charging infrastructure is essential to improve the efficiency and effectiveness of ALIBO operations. This study aims to identify potential EVCS locations, determine the priority weights of location selection criteria using the Fuzzy Analytical Hierarchy Process (Fuzzy AHP), and rank the alternatives using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). A Geographic Information System (GIS) approach was employed to identify and map potential charging station locations along the ALIBO operational corridor. Seven evaluation criteria were considered, namely travel distance and travel time, supporting service personnel, site rental and tax/retribution costs, investment and grid connection costs, parking space availability for queuing vehicles, location security and social/environmental vulnerability, and traffic congestion. The results of the Fuzzy AHP analysis indicate that the most influential criteria are travel distance and travel time (0.2085), location security and social/environmental vulnerability (0.1934), and parking space availability (0.1837). Furthermore, the TOPSIS ranking results show that the PMI Hospital location (A11) achieves the highest preference value of 0.8084, followed by Baranangsiang Terminal (A3) with 0.6492 and Bakorwil (A10) with 0.6178. The findings indicate that the PMI Hospital location is the most optimal site for EVCS development to support ALIBO operations based on a combination of technical, operational, economic, and environmental considerations.
