Abstract

PT PLN (Persero) memiliki indikator performansi maintenance bernama Overall Maintenance Effectiveness (OME), yaitu perbandingan antara jumlah permintaan perawatan jaringan yang berhasil diselesaikan dengan total permintaan yang masuk ke sistem. Di sisi lain, PLN juga menetapkan target performansi keandalan berupa rendahnya rata-rata durasi pemadaman yang dirasakan pelanggan (SAIDI), rendahnya rata-rata frekuensi pemadaman (SAIFI), serta rendahnya jumlah energi yang gagal tersalurkan (ENS). Harapannya, semakin tinggi capaian OME, semakin rendah pula gangguan pemadaman yang dirasakan pelanggan. Namun nyatanya ditemukan bahwa nilai OME tidak selalu sejalan dengan kondisi keandalan riil di lapangan. Oleh karena itu, penelitian ini juga menggunakan metode Overall Equipment Effectiveness (OEE) untuk mengukur performansi sistem distribusi 20kV di UP3 Surabaya Selatan dari sisi kondisi aset, sekaligus menganalisis keterkaitan OME dan OEE terhadap SAIDI, SAIFI, dan ENS. Evaluasi menggunakan data sekunder periode 2021–2025 dari Sistem Maximo dan APKT, dianalisis melalui uji korelasi time-lag satu tahun (t-1), serta dibandingkan terhadap standar SPLN dan ISO 55000–55002. Hasil penelitian menunjukkan SAIDI dan SAIFI telah memenuhi standar, namun OME dan OEE masih jauh di bawah standar. Hubungan OME dan OEE terhadap SAIDI, SAIFI, dan ENS seluruhnya negatif (OME–SAIDI r = -0,606; OME SAIFI r = -0,602; OME–ENS r = -0,675; OEE–SAIDI r = -0,177; OEE–SAIFI r = -0,210; OEE–ENS r = -0,093), namun belum signifikan secara statistik. ===============================================================================================================================
PT PLN (Persero) employs a maintenance performance indicator called Overall Maintenance Effectiveness (OME), defined as the ratio between the number of completed maintenance Work Orders and the total number of Work Orders issued in the system. Meanwhile, PLN also sets reliability performance targets, namely a low average interruption duration experienced by customers (SAIDI), a low average interruption frequency (SAIFI), and a low volume of energy not supplied (ENS). It is expected that a higher OME achievement corresponds to lower service interruptions experienced by customers. However, it was found that OME values do not always align with the actual reliability conditions in the field. Therefore, this study also employs the Overall Equipment Effectiveness (OEE) method to measure the performance of the 20 kV distribution system at UP3 Surabaya Selatan from an asset-condition perspective, while analyzing the relationship between OME and OEE with SAIDI, SAIFI, and ENS. The evaluation uses secondary data from 2021–2025 obtained from the Maximo and APKT systems, analyzed through a one-year time-lag (t–1) correlation test, and compared against the SPLN and ISO 55000–55002 standards. The results show that SAIDI and SAIFI have met the standards, whereas OME and OEE remain far below the standard threshold. The relationships of OME and OEE with SAIDI, SAIFI, and ENS are all negative (OME–SAIDI r = -0.606; OME–SAIFI r = -0.602; OME–ENS r = -0.675; OEE–SAIDI r = -0.177; OEE–SAIFI r = -0.210; OEE–ENS r = -0.093), yet none are statistically significant.
