Abstract
Transformasi digital dalam tata kelola pemerintahan menuntut aparatur sipil negara memiliki kompetensi digital yang melampaui pengoperasian perangkat, mencakup literasi informasi, perilaku etis, dan pemanfaatan data. Indonesia belum memiliki instrumen pengukuran yang dirancang untuk keperluan tersebut, karena kerangka yang tersedia disusun untuk warga negara umum atau untuk konteks negara lain. Penelitian ini mengembangkan instrumen tersebut dan melakukan validasi awalnya. Kompetensi dari DigComp 2.2 dan Indeks Masyarakat Digital Indonesia (IDSI) dipilih dan dipetakan ke dalam lima area OECD Framework for Digital Talent and Skills in the Public Sector, menghasilkan sembilan belas kompetensi yang diukur melalui tujuh puluh butir penilaian mandiri, masing-masing diklasifikasikan sebagai pengetahuan, keterampilan, atau sikap. Dua pakar dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi menilai relevansi setiap butir, dengan indeks validitas isi rata-rata sebesar 0,82. Properti pengukuran kemudian diuji pada sampel uji sebanyak 134 responden melalui analisis faktor konfirmatori. Cronbach's alpha berkisar antara 0,811 hingga 0,926 pada kelima area dan composite reliability antara 0,749 hingga 0,921, serta enam puluh enam dari tujuh puluh butir memiliki muatan faktor 0,50 atau lebih pada kompetensinya. Kelima area sebagian besar dapat dibedakan satu sama lain. Karena sampel uji berasal dari masyarakat umum dan jumlahnya di bawah ukuran yang disarankan untuk analisis faktor, bukti ini bersifat awal, dan konfirmasi pada sampel aparatur sipil negara yang lebih besar masih perlu dilakukan.

Digital transformation in public governance requires civil servants to hold digital competencies that reach beyond operating devices, covering information literacy, ethical conduct, and the use of data. Indonesia lacks a measurement instrument built for this purpose, because the available frameworks were written for citizens or for other national contexts. This study developed such an instrument and carried out its initial validation. Competencies from DigComp 2.2 and the Indonesian Digital Society Index (IDSI) were selected and mapped onto the five areas of the OECD Framework for Digital Talent and Skills in the Public Sector, producing nineteen competencies measured by seventy self-assessment items, each classified as knowledge, skill, or attitude. Two experts from the Ministry of Administrative and Bureaucratic Reform reviewed the relevance of every item, with an average content validity index of 0.82. The measurement properties were then examined on a trial sample of 134 respondents through confirmatory factor analysis. Cronbach's alpha ranged from 0.811 to 0.926 across the five areas and composite reliability from 0.749 to 0.921, and sixty-six of the seventy items loaded at or above 0.50 on their competency. The five areas were largely distinguishable from one another. Because the trial sample was drawn from the general public and falls below the size recommended for factor analysis, this evidence is preliminary, and confirmation on a larger sample of civil servants remains to be carried out.
