Abstract

Plastic waste constitutes a critical problem in Indonesia, which ranks second largest in Asia in plastic waste generation, producing 3.4 million metric tons annually. Within East Java Province specifically, the city of Surabaya is the largest contributor to waste generation, with plastic waste representing its second-highest waste category. This condition necessitates a transition from a linear to a circular waste management system. The Deposit-Refund System (DRS) has emerged as a circular economy policy instrument that has proven effective in several countries, achieving waste return rates above 90%. One implementation of this system is the Reverse Vending Machine (RVM), a technology designed to exchange used plastic bottles. As this technology remains relatively new in Indonesia, an understanding of behavioral adaptation and public acceptance toward it is required. This study aims to analyze the public’s participation intention in Surabaya City toward the RVM-based DRS by examining the relationship between technology acceptance and behavioral intention through the Technology Acceptance Model (TAM) framework, as well as the mediating role of Perceived Monetary Benefit (PMB). This study employs a quantitative explanatory approach with 303 respondents from the Surabaya City population, selected through purposive sampling. Data were collected using a structured Likert-scale questionnaire and analyzed using descriptive statistics and Partial Least Squares Structural Equation Modeling (PLS-SEM). The results indicate that all hypothesized direct effects are statistically significant, and that Perceived Monetary Benefit partially mediates the relationship between Perceived Usefulness and Behavioral Intention. These findings contribute to the development of TAM literature within the context of waste management technology, particularly by affirming the critical role of perceived economic benefit as a driver of behavioral intention to use RVM.
