Abstract
Pemindahan Ibu Kota Nusantara (IKN) ke Provinsi Kalimantan Timur menjadikan Kota Balikpapan sebagai kota penyangga yang menghadapi tekanan pembangunan dan pertumbuhan penduduk yang tinggi. Kecamatan Balikpapan Utara, sebagai wilayah pinggiran yang berbatasan langsung dengan kawasan IKN dan memiliki laju pertumbuhan penduduk tertinggi di Kota Balikpapan, berpotensi mengalami perubahan tutupan lahan dan ekspansi perkotaan yang pesat. Penelitian ini bertujuan untuk menganalisis pola perubahan tutupan lahan dan ekspansi perkotaan di Kecamatan Balikpapan Utara pada periode 2015–2025 melalui tiga sasaran, yaitu analisis pola perubahan tutupan lahan, analisis tipe dan pola ekspansi perkotaan, serta analisis laju dan tingkat ekspansi perkotaan. Penelitian menggunakan pendekatan kuantitatif deskriptif berbasis penginderaan jauh, dengan klasifikasi citra satelit Landsat 8–9 tahun 2015, 2020, dan 2025 menggunakan algoritma random forest, yang kemudian dianalisis lebih lanjut menggunakan Land Transition Pattern, Landscape Expansion Index (LEI), Urban Expansion Intensity Index (UEII), dan Shannon Entropy Index (SEI). Hasil penelitian menunjukkan lahan terbangun tumbuh kumulatif sebesar 14,35 km² (90,5%) sejak 2015, dengan konsentrasi pembangunan yang bergeser dari selatan ke utara dan laju pertumbuhan pada periode 2020–2025 hampir tiga kali lipat dibandingkan 2015–2020; Kelurahan Karang Joang menjadi episentrum perubahan. Ekspansi perkotaan didominasi oleh pola edge-expansion (71,55%), diikuti leapfrog (16,23%) yang sebagian merambah kawasan hutan lindung di utara, dan infilling (12,21%). Nilai UEII di tingkat kecamatan (1,031) tergolong sedang, tetapi lima dari enam kelurahan menunjukkan kategori cepat hingga sangat cepat, sementara nilai SEI terus meningkat dari 0,82 (2015) menjadi 0,84 (2020) dan 0,91 (2025), mengonfirmasi berlangsungnya fenomena urban sprawl. Penelitian ini menyimpulkan bahwa transformasi tutupan lahan di Kecamatan Balikpapan Utara berlangsung secara akseleratif, tidak merata, dan semakin menyebar, meskipun secara dominan pola ekspansinya masih bersifat ekstensif mengikuti batas terluar kawasan terbangun, fenomena yang berlangsung bersamaan dengan pembangunan IKN dan perlu menjadi perhatian khusus Pemerintah Kota Balikpapan dalam pengendalian pemanfaatan ruang, khususnya di kawasan lindung bagian utara.

The relocation of Indonesia's capital (Ibu Kota Nusantara/IKN) to East Kalimantan Province has positioned Balikpapan City as a buffer city facing considerable development pressure and rapid population growth. North Balikpapan District, as a peripheral area directly bordering the IKN development zone and recording the highest population growth rate in Balikpapan City, is likely experiencing rapid land cover change and urban expansion. This study aims to analyze the patterns of land cover change and urban expansion in North Balikpapan District over the 2015–2025 period through three objectives: analyzing land cover change patterns, analyzing the types and patterns of urban expansion, and analyzing the rate and level of urban expansion. The research employs a quantitative descriptive approach based on remote sensing, classifying Landsat 8–9 satellite imagery from 2015, 2020, and 2025 using a random forest algorithm, followed by further analysis using Land Transition Pattern, Landscape Expansion Index (LEI), Urban Expansion Intensity Index (UEII), and Shannon Entropy Index (SEI). The results show that built-up land grew cumulatively by 14,35 km² (90,5%) since 2015, with the concentration of development shifting from the southern to the northern part of the district, and a growth rate in 2020–2025 nearly three times higher than in 2015–2020, Karang Joang Disctrict emerged as the epicenter of this change. Urban expansion was dominated by the edge-expansion pattern (71,55%), followed by leapfrog development (16,23%), part of which encroached into protected forest areas in the north, and infilling (12,21%). The district-level UEII value (1,031) falls into the moderate category, yet five of the six district showed fast to very fast development categories, while the SEI value rose consistently from 0,82 (2015) to 0,84 (2020) and 0,91 (2025), confirming the occurrence of an urban sprawl phenomenon. This study concludes that land cover transformation in North Balikpapan District has been accelerative, uneven, and increasingly dispersed, even though the dominant expansion pattern remains extensive, following the outer boundary of existing built-up areas, a phenomenon unfolding alongside IKN's development that warrants particular attention from the Balikpapan City Government in spatial control policy, especially concerning protected areas in the northern part of the district.
