Abstract

Abandonment and Site Restoration (ASR) fasilitas lepas pantai merupakan tahap akhir dari siklus produksi migas yang wajib dilaksanakan sesuai dengan Pedoman Tata Kerja (PTK) 040 Rev. 2 SKK Migas Tahun 2023. Indonesia memiliki lebih dari 600 anjungan lepas pantai yang sebagian besar telah beroperasi lebih dari dua dekade, sehingga dalam waktu dekat akan menghadapi kebutuhan besar terhadap kegiatan ASR. Aktivitas decommisioning merupakan salah satu item dari ASR yang melibatkan serangkaian aktivitas seperti pengangkatan struktur atas (topside), pemotongan jacket, serta pemindahan komponen ke darat yang memerlukan dukungan crane barge dalam proses lifting. Penelitian ini bertujuan menentukan crane barge yang paling sesuai untuk mendukung kegiatan decommissioning offshore platform. Penelitian dilaksanakan melalui penyusunan Work Breakdown Structure (WBS), pengembangan hierarki keputusan berbasis literatur dan expert judgement, pembobotan kriteria menggunakan Analytical Hierarchy Process (AHP), perangkingan alternatif menggunakan PROMETHEE II, serta analisis sensitivitas. Data penelitian menggunakan kasus aktual fasilitas K3S di Wilayah Kerja West Madura Offshore. Hierarki keputusan terdiri atas empat kriteria utama, yaitu Technical (T), Cost (C), Safety (S), dan Implementability (I), dengan dua belas subkriteria yang disusun berdasarkan referensi akademik, kebutuhan WBS, data teknis, dan validasi enam expert respondent. Hasil AHP menunjukkan bahwa Safety (S) menjadi kriteria paling dominan, dengan subkriteria Safety Impact on Existing Subsea and Adjacent Facilities sebagai bobot global tertinggi sebesar 0,175. Hasil PROMETHEE II menunjukkan bahwa EN3000 menjadi alternatif terbaik untuk skenario Full Removal to Junkyard dengan net flow 0,235, sedangkan Timas 1201 menjadi alternatif terbaik untuk skenario Reef In-Situ dengan net flow 0,574. Analisis sensitivitas menunjukkan bahwa hasil skenario full removal relatif sensitif terhadap perubahan bobot Technical dan Safety, sementara hasil reef in-situ tetap robust pada seluruh variasi bobot yang diuji.

Abandonment and Site Restoration (ASR) of offshore facilities represents the final stage of the oil and gas production lifecycle and is mandatory in accordance with the 2023 SKK Migas Working Procedure Guidelines (PTK) 040 Rev. 2. Indonesia currently has more than 600 offshore platforms, most of which have been operating for over two decades, creating a significant upcoming demand for ASR activities. Decommissioning is one of the major components of ASR, involving activities such as topside removal, jacket cutting, and transportation of dismantled structures to shore, all of which require crane barges to support lifting operations. This research determines the most suitable crane barge to support offshore platform decommissioning. The study develops a Work Breakdown Structure (WBS), establishes a literature- and expert-based decision hierarchy, derives criteria weights using the Analytical Hierarchy Process (AHP), ranks the alternatives using PROMETHEE II, and evaluates ranking robustness through sensitivity analysis. The research uses actual decommissioning data from Production Sharing Contract facilities in the West Madura Offshore Working Area. The decision hierarchy comprises four main criteria: Technical (T), Cost (C), Safety (S), and Implementability (I), supported by twelve subcriteria derived from academic references, WBS requirements, Technical data, and validation by six expert respondents. The AHP results identify Safety (S) as the most influential criterion, with Safety Impact on Existing Subsea and Adjacent Facilities receiving the highest global weight of 0.175. PROMETHEE II ranks EN3000 first for the Full Removal to Junkyard scenario with a net flow of 0.235, while Timas 1201 ranks first for the Reef In-Situ scenario with a net flow of 0.574. Sensitivity analysis indicates that the full-removal result is relatively sensitive to changes in Technical and Safety weights, whereas the reef in-situ result remains robust across all tested weight variations.
