Abstract
Kejadian kecelakaan kerja pada sektor ketenagalistrikan masih memiliki gap yang cukup tinggi akibat tingginya tingkat kecelakaan kerja. Data statistik kecelakan kerja pada PT PLN (Persero) menunjukkan periode tahun 2024 sampai dengan bulan Agustus 2025 pada bidang transmisi terjadi 7 kejadian kecelakaan kerja. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi efektivitas penerapan Keselamatan dan Kesehatan Kerja (K3) dalam kegiatan pengoperasian dan pemeliharaan transmisi pada industri ketenagalistrikan. Penelitian fokus menganalisis hubungan antar variabel safety knowledge, safety leadership, safety culture, safety attitude serta implikasinya terhadap safety citizenship behaviour. Penelitian menggunakan pendekatan kuantitatif dengan metode Partial Least Squares Structural Equation Modeling (PLS-SEM). Penelitian dilakukan dengan penyebaran kuesioner pada pegawai maupun tenaga alih daya pada bidang transmisi di PT PLN (Persero) sehingga didapatkan sampel sebanyak 125 responden. Data yang dikumpulkan dianalisis menggunakan perangkat lunak SmartPLS dengan tahapan uji asumsi multivariat, uji model pengukuran, dan uji model struktural. Hasil penelitian menunjukkan bahwa variabel safety knowledge, safety leadership, dan safety attitude berpengaruh langsung maupun tidak langsung terhadap safety citizenship behaviour sedangkan variabel safety culture tidak berpengaruh signifikan terhadap safety attitude. Hubunga yang tidak signifikan tersebut dilakukan analisis lebih mendalam melalui in-depth interview dan didapatkan hasil perilaku bekerja selamat lebih dipengaruhi oleh pengalaman, knowledge sharing, serta pendidikan dan pelatihan dibadingkan dengan budaya keselamatan yang terbentuk di lingkungan kerja. Secara hasil keseluruhan menunjukkan variabel safety citizenship behaviour merupakan variabel terbesar yang dipengaruhi dan mampu dijelaskan oleh variabel safety knowledge, safety leadership, dan safety attitude dengan pengaruh sebesar 78% sedangkan 22% sisanya dijelaskan oleh variabel lain diluar penelitian ini. Hasil penelitian tersebut digunakan untuk memberikan masukan bagi perusahaan sehingga dapat memperbaiki implementasi K3 melalui perbaikan aktivitas dan metode implementasinya.

Occupational accidents in the electricity sector continue to present a substantial gap due to the persistently high incidence of workplace accidents. Statistical data from PT PLN (Persero) indicate that seven occupational accidents occurred within the transmission sector between 2024 and August 2025. This study aims to analyze the factors influencing the effectiveness of Occupational Safety and Health (OSH) implementation in transmission operation and maintenance activities within the electricity industry by examining the relationships among safety knowledge, safety leadership, safety culture, safety attitude, and their implications for safety citizenship behaviour. A quantitative approach employing the Partial Least Squares Structural Equation Modeling (PLS-SEM) method was adopted. Data were collected through questionnaires distributed to both permanent employees and outsourced personnel working in the transmission sector of PT PLN (Persero), resulting in a sample of 125 respondents. The data were analyzed using SmartPLS through multivariate assumption testing, measurement model evaluation, and structural model assessment. The findings reveal that safety knowledge, safety leadership, and safety attitude have both direct and indirect effects on safety citizenship behaviour, whereas safety culture does not have a significant effect on safety attitude. To further investigate this non-significant relationship, in-depth interviews were conducted, indicating that safe work behaviour is more strongly influenced by work experience, knowledge sharing, and education and training than by the safety culture established within the work environment. Overall, the results demonstrate that safety citizenship behaviour is the most strongly explained endogenous variable, with 78% of its variance accounted for by safety knowledge, safety leadership, and safety attitude, while the remaining 22% is explained by factors beyond the scope of this study. These findings provide practical insights for the company to enhance the implementation of Occupational Safety and Health through improvements in safety-related activities and implementation methods.
