Abstract

The International Maritime Organization (IMO) established the Carbon Intensity Indicator (CII) under MARPOL Annex VI, requiring every ship to continuously monitor and improve its operational carbon efficiency through the Ship Energy Efficiency Management Plan (SEEMP) Part III, while biodiesel blends (B30–B50) have emerged as a promising low-carbon fuel alternative for Indonesia's shipping industry, although their adoption still needs to be weighed carefully against operational cost and regulatory compliance requirements. This study aims to design and develop a web-based Decision Support System (DSS) that calculates a vessel's CII value and generates ranked recommendations for fuel selection and operational strategies for two case-study vessels, MT. Klasogun (6,736 DWT) and MT. Balongan (6,627 DWT). The system integrates Automatic Identification System (AIS) data, noon reports, and vessel technical specifications, where sailing distance is computed using the Haversine formula and daily fuel consumption is predicted through a Multiple Linear Regression (MLR) model; feasible improvement measures are then filtered by applicability and ranked using the Marginal Abatement Cost (MACC) approach, complemented by a projection module that simulates the resulting CII rating and a comprehensive economic analysis covering investment, fuel cost savings, and payback period. Testing results show that MT. Klasogun achieved an attained CII of 23.92 gCO₂/DWT·NM, placing it at rating C (107.3% of the required limit of 22.28), whereas MT. Balongan fell to rating E because its operating profile is dominated by idle time. The DSS successfully generated cost-effective, ranked recommendations for both vessels, including slow steaming and a shift toward higher-blend biodiesel, and was able to simulate combinations of measures whenever a single intervention proved insufficient to reach compliance. These findings indicate that the developed DSS can serve as a practical decision-making tool that helps ship operators achieve sustainable CII compliance while keeping operational costs under control.
