Abstract

Perkembangan teknologi informasi yang sangat pesat menuntut organisasi untuk memiliki perencanaan strategis Sistem Informasi dan Teknologi Informasi (SI/TI) yang selaras dengan strategi bisnis. Sebagai perusahaan yang bergerak di sektor agroindustri, PT PG Candi Baru memerlukan strategi SI/TI yang adaptif guna meningkatkan efisiensi operasional dan memastikan tercapainya tujuan perusahaan. Penelitian ini bertujuan merumuskan pemetaan strategi SI/TI menggunakan metode Ward and Peppard untuk mengidentifikasi kondisi internal dan eksternal lingkungan bisnis maupun SI/TI. Penyelarasan strategi dilakukan melalui mekanisme Goals Cascade dari COBIT 2019 untuk menjembatani sasaran bisnis menjadi sasaran TI secara terstruktur. Selanjutnya, pemetaan strategi dikelompokkan menggunakan IT Balanced Scorecard (IT BSC) ke dalam empat perspektif utama: Business Contribution, User Orientation, Operational Excellence, dan Future Orientation. Berdasarkan pengumpulan data melalui studi literatur, studi dokumen perusahaan, observasi, dan wawancara, ditemukan kesenjangan pada kondisi SI/TI saat ini (as-is). Kesenjangan tersebut ditandai dengan belum adanya aplikasi pada kuadran Strategic di matriks McFarlan serta masih terjadinya fragmentasi database. Mengacu pada dokumen Rencana Jangka Panjang Perusahaan (RJPP) 2026–2030, penelitian ini berhasil memetakan strategi bisnis menjadi 8 Enterprise Goals dan 10 Alignment Goals, yang kemudian dirumuskan menjadi 8 Strategic Objectives TI. Kesimpulannya, rumusan strategi SI/TI yang diselaraskan melalui COBIT 2019 menghasilkan rekomendasi strategis yang komprehensif, sehingga peran SI/TI dapat berkontribusi secara optimal dan terarah dalam mendukung target bisnis jangka panjang perusahaan.

The rapid development of information technology demands organizations to have Information Systems and Information Technology (IS/IT) strategic planning that is aligned with their business strategies. As a company operating in the agro-industry sector, PT PG Candi Baru requires an adaptive IS/IT strategy to improve operational efficiency and ensure the achievement of the company's goals. This research aims to formulate an IS/IT strategy mapping using the Ward and Peppard method to identify the internal and external conditions of both the business and IS/IT environments. Strategy alignment is conducted through the Goals Cascade mechanism of COBIT 2019 to bridge business objectives into IT objectives in a structured manner. Furthermore, the strategy mapping is categorized using the IT Balanced Scorecard (IT BSC) into four main perspectives: Business Contribution, User Orientation, Operational Excellence, and Future Orientation. Based on data collection through literature study, company document review, observation, and interviews, a gap was found in the current (as-is) IS/IT conditions. This gap is characterized by the absence of applications in the Strategic quadrant of the McFarlan matrix and the ongoing fragmentation of the database. Referring to the 2026– 2030 Company Long-Term Plan (RJPP) document, this research successfully mapped business strategies into 8 Enterprise Goals and 10 Alignment Goals, which were then formulated into 8 IT Strategic Objectives. In conclusion, the IS/IT strategy formulation aligned through COBIT 2019 produces comprehensive strategic recommendations, enabling the role of IS/IT to contribute optimally and directionally in supporting the company's long-term business targets.
