Abstract
Investasi teknologi informasi dalam bentuk sistem informasi telah menjadi kebutuhan strategis bagi perusahaan yang bergerak di industri dengan volume data dan transaksi tinggi, termasuk industri outsourcing ketenagakerjaan. Seiring berkembangnya kebutuhan pengelolaan ribuan karyawan yang tersebar di berbagai lokasi penempatan, PT. Karya Bintang Mandiri mengembangkan aplikasi Outsourcing Management System (OMS) sebagai sistem pendukung otomatisasi kontrak kerja waktu tertentu (PKWT), pemantauan aktivitas koordinator lapangan, dan percepatan pelaporan operasional. Sistem ini aktif digunakan selama empat tahun sejak 2022 hingga 2025 sebelum akhirnya dihentikan, sehingga memunculkan pertanyaan mendasar mengenai apakah investasi yang telah dikeluarkan benar-benar sebanding dengan manfaat yang diperoleh selama sistem beroperasi. Untuk menjawab pertanyaan tersebut, evaluasi kelayakan investasi dilakukan secara retrospektif menggunakan kerangka kerja Cost Benefit Analysis (CBA) dengan lima indikator penilaian yaitu Net Present Value (NPV), Internal Rate of Return (IRR), Profitability Index (PI), Payback Period (PP), dan Return on Investment (ROI). Seluruh komponen biaya dan manfaat baik berwujud maupun tak berwujud dan diidentifikasi melalui wawancara mendalam dengan pihak internal perusahaan dan dikonversi ke dalam nilai moneter. Analisis sensitivitas turut dilakukan untuk menilai ketahanan hasil perhitungan terhadap perubahan variabel kunci.

Investment in information technology, particularly in the form of information systems, has become a strategic necessity for companies operating in industries characterized by high volumes of data and transactions, including the labor outsourcing industry. As the need to manage thousands of employees dispersed across various deployment locations continues to grow, PT. Karya Bintang Mandiri developed the Outsourcing Management System (OMS) as a supporting system for automating fixed-term employment contracts, monitoring field coordinator activities, and accelerating operational reporting. The system was actively used for four years from 2022 to 2025 before ultimately being discontinued, raising a fundamental question as to whether the investment made was truly commensurate with the benefits obtained during the period the system was in operation. To address this question, an investment feasibility evaluation was conducted retrospectively using the Cost Benefit Analysis (CBA) framework, employing five assessment indicators: Net Present Value (NPV), Internal Rate of Return (IRR), Profitability Index (PI), Payback Period (PP), and Return on Investment (ROI). All cost and benefit components both tangible and intangible were identified through in-depth interviews with internal company stakeholders and subsequently converted into monetary values. A sensitivity analysis was also conducted to assess the robustness of the calculation results against changes in key variables.
