Abstract
Perancangan kota kontemporer seringkali menghadapi kendala akibat pendekatan arsitektur tradisional yang terlalu berfokus pada bangunan atau bentuk fisik yang kaku dan statis, sehingga membuat perancangan tidak mampu beradaptasi dengan dinamika kota yang kompleks. Hal ini berpotensi menciptakan lahan-lahan terbengkalai dan kawasan arsitektural yang usang, seperti lahan bekas industri yang berubah menjadi ruang mati dan menurunkan kualitas visual kota. Penelitian ini mengajukan penerapan teori Landscape Urbanism sebagai strategi regenerasi untuk memulihkan kawasan tersebut. Pendekatan ini menempatkan lanskap sebagai medium utama pengatur tatanan kota yang responsif, fleksibel, dan berkelanjutan dan bukan sekadar sebagai elemen dekoratif. Studi kasus perancangan dilakukan pada lahan bekas Rumah Sakit Mardi Santoso di Jalan Bubutan, Surabaya, yang merupakan situs cagar budaya terbengkalai. Metodologi perancangan menggunakan pendekatan contextual melalui lensa lanskap dengan menggunakan Force-Based Framework untuk mengidentifikasi aset, tekanan, dan kendala pada tapak. Metode operasional desain menggunakan Field Operations Mode yang berfokus pada proses dinamis dan sistem ekologis. Hasil perancangan bertujuan mentransformasi kawasan ini menjadi destinasi wisata lanskap adaptif dan ruang publik produktif yang mengintegrasikan fungsi ekologis, sejarah dan sosial budaya masyarakat kota.

Contemporary urban design frequently encounters constraints due to traditional architectural approaches that are overly focused on rigid and static physical forms, rendering designs incapable of adapting to complex urban dynamics. This limitation potentially generates abandoned lands and obsolete architectural zones, such as former industrial sites that devolve into dead spaces and degrade the city's visual quality. This research proposes the application of Landscape Urbanism theory as a regeneration strategy to revitalize these areas. This approach positions the landscape not merely as a decorative element, but as the primary organizing medium of a responsive, flexible, and sustainable urban fabric. The design case study focuses on the former Mardi Santoso Hospital site on Jalan Bubutan, Surabaya, an abandoned cultural heritage site. The design methodology employs a contextual approach through a landscape lens, utilizing a Force-Based Framework to identify site assets, pressures, and constraints. Furthermore, the operational design method applies a Field Operations Mode, focusing on dynamic processes and ecological systems. The resulting design aims to transform the area into an adaptive landscape tourism destination and a productive public space that integrates the ecological, historical, and socio-cultural functions of the urban community.
