Abstract

Koridor Jalan Tunjungan Surabaya merupakan aset heritage kolonial yang memiliki identitas ikonik sebagai pusat komersial dan gaya hidup modern sejak pertengahan abad ke-20. Revitalisasi kawasan melalui program "Tunjungan Romansa" sejak 2021 berhasil meningkatkan aktivitas ekonomi dan pariwisata, namun memunculkan fenomena komersialisasi masif yang berpotensi mengaburkan identitas heritage kawasan, karena motivasi kunjungan lebih didorong oleh daya tarik kafe modern dan pengalaman konsumtif dibandingkan narasi historisnya. Penelitian ini bertujuan merumuskan strategi memperkuat identitas heritage melalui pendekatan placemaking pada koridor Jalan Tunjungan Surabaya, melalui pendekatan rasionalistik dengan jenis penelitian mixed method. Analisis dilakukan melalui tiga sasaran, sasaran pertama yaitu identifikasi karakteristik fasad arsitektural, praktik sosial ruang publik, dan makna ruang melalui observasi lapangan dan behavior mapping; sasaran kedua yaitu analisis prioritas atribut kawasan menggunakan Importance Performance Analysis (IPA) terhadap 27 atribut placemaking; dan sasaran ketiga melakukan perumusan serta validasi strategi menggunakan metode Delphi dengan empat stakeholder kunci. Hasil penelitian menunjukkan koridor memiliki karakter heritage fisik yang kuat namun masih terdapat kesenjangan terutama pada aksesibilitas, keamanan, kebersihan, dan partisipasi masyarakat. Berdasarkan hasil IPA dan validasi Delphi dirumuskan 14 strategi yang dikelompokkan dalam empat kategori meliputi prioritas utama, pemeliharaan kualitas kawasan, pengembangan potensi kawasan, dan efisiensi pengelolaan serta terdapat 4 strategi tambahan berdasarkan usulan narasumber yang diterjemahkan ke dalam arahan implementasi dan peta konsep sebagai panduan pengembangan Koridor Jalan Tunjungan secara berkelanjutan.

The Tunjungan Street Corridor in Surabaya is a colonial heritage asset with an iconic identity as a commercial and modern lifestyle center since the mid-twentieth century. The revitalization of the area through the "Tunjungan Romansa" program, initiated in 2021, has successfully increased economic activity and tourism. However, it has also given rise to a phenomenon of massive commercialization that potentially obscures the corridor's heritage identity, as visit motivations are increasingly driven by the appeal of modern cafés and consumptive experiences rather than its historical narrative. This study aims to formulate strategies for strengthening heritage identity through a placemaking approach in the Tunjungan Street Corridor, Surabaya, using a rationalistic approach with a mixed-methods research type. The analysis was conducted through three objectives. The first objective identified the characteristics of architectural façades, public space social practices, and the meaning of place through field observation and behavior mapping. The second objective analyzed the priority attributes of the area using Importance Performance Analysis (IPA) on 27 placemaking attributes. The third objective formulated and validated strategies using the Delphi method with four key stakeholders. The research findings show that the corridor has a strong physical heritage character, but gaps remain, particularly in accessibility, security, cleanliness, and community participation. Based on the results of the IPA and Delphi validation, 14 strategies were formulated and grouped into four categories: main priorities, area quality maintenance, area potential development, and management efficiency, along with 4 additional strategies proposed by the informants, which were translated into implementation guidelines and a concept map to guide the sustainable development of the Tunjungan Street Corridor.
