Abstract
Peningkatan kebutuhan energi berbasis gas pada wilayah yang belum terjangkau jaringan pipa memerlukan sistem distribusi LNG yang fleksibel dan mampu melayani titik permintaan secara berkelanjutan. LNG melalui skema small scale dengan operasi break bulking menggunakan ISO tank menjadi alternatif rantai pasok yang sesuai untuk wilayah kepulauan. Penelitian ini mengembangkan konsep Floating LNG Dispense Unit (FLDU) sebagai terminal pengisian ISO tank terapung yang berfungsi sebagai fasilitas antara dari sumber pasok LNG menuju terminal penerima dan pengguna akhir. Metode penelitian meliputi pengumpulan data infrastruktur dan kebutuhan energi, analisis demand LNG, penentuan rute distribusi, pemilihan shuttle vessel, perancangan FLDU, analisis stabilitas, serta analisis keekonomian berdasarkan CAPEX, OPEX, NPV, IRR, PBP, dan ROI. Hasil penelitian menunjukkan bahwa konsep FLDU mampu memenuhi kebutuhan distribusi LNG melalui rancangan fasilitas terapung dengan kapasitas penyimpanan, pengisian, dan penanganan ISO tank yang sesuai. Analisis stabilitas menunjukkan seluruh kondisi operasi memenuhi kriteria stabilitas utuh, sedangkan analisis keekonomian menunjukkan proyek berpotensi layak pada skema tarif tertentu. Penilaian risiko dilakukan metode HAZID untuk identifikasi bahaya dan Event Tree Analysis (ETA) untuk analisis frekuensi, serta simulasi konsekuensi menggunakan pemodelan software DNV Phast dan Safeti yang direpresentasikan dalam F-N Curve. Hasil penelitian diharapkan menjadi dasar pengembangan FLDU yang aman dan layak secara teknis maupun ekonomis.

The increasing demand for gas-based energy in areas not covered by pipeline infrastructure requires a flexible LNG distribution system capable of supplying demand points continuously. LNG distribution through a small-scale scheme using break bulking operations with ISO tanks offers a suitable supply chain alternative for archipelagic regions. This study develops the concept of a Floating LNG Dispense Unit (FLDU) as a floating ISO tank filling terminal that serves as an intermediate facility between the LNG supply source, receiving terminals, and end users. The research method includes infrastructure and energy demand data collection, LNG demand analysis, route determination, shuttle vessel selection, FLDU design, stability analysis, and economic evaluation based on CAPEX, OPEX, NPV, IRR, PBP, and ROI. The results show that the FLDU concept can support LNG distribution through a floating facility with appropriate storage, filling, and ISO tank handling capacity. The stability analysis indicates that all operating conditions satisfy intact stability criteria, while the economic evaluation shows that the project has financial potential under selected tariff schemes. Risk assessment is conducted using the Hazard Identification (HAZID) method for hazard identification and Event Tree Analysis (ETA) for frequency analysis, and consequence simulation using DNV Phast and Safeti software, with the results represented in a F-N Curve. The results of this study are expected to serve as a basis for the development of an FLDU that is safe and technically as well as economically feasible.
