Abstract
Transportasi laut memiliki peran penting dalam sistem logistik nasional dan global. Tingginya aktivitas operasional di pelabuhan meningkatkan risiko keselamatan, khususnya pada kapal tunda yang berperan dalam manuver kapal di area terbatas. Meskipun International Safety Management (ISM) Code telah diterapkan sebagai kerangka sistem manajemen keselamatan, implementasinya pada tingkat operasional masih cenderung bersifat reaktif dan belum sepenuhnya berbasis risiko. Penelitian ini bertujuan untuk menganalisis penerapan sistem manajemen keselamatan pada kapal tunda di Pelindo Marine Service, mengidentifikasi risiko keselamatan operasional, serta menyusun model implementasi ISM Code berbasis risiko. Penelitian menggunakan pendekatan mixed methods melalui observasi, wawancara, dan analisis dokumen. Identifikasi bahaya dilakukan menggunakan metode HAZID, sedangkan analisis risiko menggunakan FMEA AIAG-VDA dan Risk Matrix. Hasil penelitian menunjukkan bahwa risiko dominan meliputi kegagalan peralatan tunda dan keselamatan, kegagalan komunikasi, rendahnya kesadaran keselamatan personel, kelemahan prosedur operasional, serta sistem manajemen risiko yang belum optimal. Berdasarkan hasil tersebut, disusun model adaptif penerapan prinsip-prinsip ISM Code berbasis risiko yang menekankan penguatan identifikasi bahaya, pengendalian risiko prioritas, peningkatan kompetensi personel, dan evaluasi berkelanjutan. Model ini diharapkan dapat meningkatkan keselamatan operasional kapal tunda serta memperkuat budaya keselamatan di lingkungan pelabuhan.

Maritime transportation plays an essential role in national and global logistics systems. The high intensity of port operations increases safety risks, particularly for tugboats that support ship maneuvering in restricted waters. Although the International Safety Management (ISM) Code has been implemented as a safety management framework, its operational implementation remains largely reactive and not fully risk-based. This study aims to analyze the implementation of the safety management system for tugboats at Pelindo Marine Service, identify operational safety risks, and develop a risk-based ISM Code implementation model. A mixed-methods approach was employed through observations, interviews, and document analysis. Hazard identification was conducted using HAZOP, while risk analysis was performed using AIAG-VDA FMEA and a Risk Matrix. The results indicate that the dominant operational risks include failures of towing and safety equipment, communication failures, low personnel safety awareness, weaknesses in operational procedures, and inadequacies in the existing risk management system. Based on these findings, an adaptive risk-based ISM Code implementation model was developed, emphasizing strengthened hazard identification, prioritized risk control, enhanced personnel competence, and continuous evaluation. The proposed model is expected to improve the operational safety of tugboats and strengthen the safety culture within the port environment.
