Abstract
Pelabuhan berperan sebagai simpul utama rantai pasok midstream yang menghubungkan produksi di hulu dan distribusi di hilir, khususnya untuk komoditas sensitif waktu seperti pupuk urea. Di PT X, dwelling time yang panjang mencerminkan akumulasi risiko operasional pada kegiatan stevedoring dan cargodoring, meskipun prosedur dan target operasional telah diterapkan. Penelitian ini mengkaji kontribusi risiko operasional tersebut terhadap dwelling time menggunakan pendekatan studi kasus kualitatif yang didukung studi literatur, observasi lapangan, dan wawancara. Metode House of Risk (HOR) diterapkan untuk mengidentifikasi dan memprioritaskan sumber risiko serta merumuskan tindakan pencegahan preventif. Hasil penelitian mengidentifikasi delapan risk event dan sebelas risk agent untuk kargo in-bag, serta sembilan risk event dan sebelas risk agent untuk kargo curah, dengan total Aggregate Risk Potential (ARP) masing-masing 1.419 dan 1.367. Lima risk agent prioritas pada tiap jenis kargo menyumbang sekitar 75% dari total risiko, didominasi oleh ketiadaan sistem slot truk, kesulitan rekrutmen TKBM, kelelahan kru, cuaca buruk, dan jadwal truk yang tidak tersinkronisasi. Melalui HOR Fase II dengan rasio Effectiveness to Difficulty (ETD), Truck Appointment System (TAS) dan penguatan koordinasi EMKL-PBM menjadi tindakan pencegahan paling efektif untuk kedua jenis kargo, dilengkapi pengendalian caking khusus untuk kargo curah. Penelitian ini menunjukkan bahwa penurunan dwelling time di PT X memerlukan mitigasi risiko yang preventif dan terintegrasi, dengan memprioritaskan penjadwalan truk, ketersediaan tenaga kerja, dan pengendalian kondisi kargo.

Ports play a strategic role as key nodes in the midstream supply chain connecting upstream production and downstream distribution, particularly for time sensitive commodities such as urea fertilizer. At PT X, prolonged dwelling time reflects an accumulation of operational risks in stevedoring and cargodoring activities, even though operational procedures and targets have been implemented. This study examines how these operational risks contribute to dwelling time using a qualitative case study approach supported by literature review, field observations, and interviews. The House of Risk (HOR) method is applied to identify and prioritize risk sources and formulate preventive actions. The results show that eight risk events and eleven risk agents were identified for in-bag cargo handling, and nine risk events and eleven risk agents for bulk cargo handling, with a total Aggregate Risk Potential (ARP) of 1,419 and 1,367 respectively. The five priority risk agents for each cargo type account for approximately 75% of the total risk, dominated by the absence of a truck slot system, difficulty recruiting TKBM, crew fatigue, bad weather, and unsynchronized truck schedules. Through House of Risk Phase II using the Effectiveness to Difficulty (ETD) ratio, the Truck Appointment System (TAS) and strengthened EMKL-PBM coordination were identified as the most effective preventive actions for both cargo types, complemented by caking control specific to bulk cargo. This study demonstrates that reducing dwelling time at PT X requires an integrated, preventive risk mitigation approach prioritizing truck scheduling improvements, labor availability, and cargo condition control.
