Abstract
Perusahaan Ketenagalistrikan Nasional mengembangkan proyek Paperless Digital Payments (PDP) untuk mendigitalisasi proses administrasi dan pembayaran, yang kompleksitasnya menimbulkan potensi risiko terhadap kelancaran administrasi/pembayaran dan keandalan teknologi informasi operasional; penelitian ini bertujuan mengidentifikasi, menganalisis, mengevaluasi, dan merumuskan rekomendasi perlakuan risiko implementasi PDP menggunakan metode Failure Mode and Effects Analysis (FMEA) dengan parameter Severity dan Occurrence, mengacu pada ISO 31000:2018 sebagai kerangka manajemen risiko dan COBIT 2019 sebagai acuan identifikasi risiko TI operasional. Melalui pemetaan 11 tahapan proses end-to-end, delapan aktor lintas fungsi, dan 12 objektif COBIT 2019, penelitian berhasil mengidentifikasi dan memvalidasi 69 risiko (22 risiko administrasi/pembayaran dan 47 risiko teknologi informasi yang didominasi domain DSS sebesar 44,7%), dengan 17 dari 22 risiko ADM (77,3%) dan 34 dari 47 risiko TI (72,3%) berada di atas risk appetite perusahaan (3C/RPN 13) sehingga dikategorikan prioritas; dari 41 risiko yang telah memiliki kontrol eksisting, hanya 6 yang mampu mencapai risk target (2B/RPN 6) tanpa perlakuan tambahan, sehingga rekomendasi risk treatment berupa penguatan validasi data, kontrol akses, verifikasi berlapis, dan prosedur business continuity diproyeksikan menurunkan RPN sebesar 0%–78,57% hingga seluruh 69 risiko mencapai atau melampaui risk target, dengan 100% risiko ADM dan 97,9% risiko TI mencapai Severity ≤ S2, sehingga menghasilkan peta risiko prioritas, status kesesuaian terhadap risk appetite, serta rekomendasi treatment sebagai dasar penyusunan profil risiko dan penguatan tata kelola implementasi PDP di perusahaan

The National Electricity Company developed the Paperless Digital Payments (PDP) project to digitalize its administrative and payment processes. However, the complexity of the system creates potential risks that may affect the continuity of administrative and payment activities as well as the reliability of operational information technology. This study aims to identify, analyze, evaluate, and formulate risk treatment recommendations for PDP implementation using the Failure Mode and Effects Analysis (FMEA) method with Severity and Occurrence parameters, referring to ISO 31000:2018 as the risk management framework and COBIT 2019 as a supporting reference for operational IT risk identification. Through end-to-end process mapping of 11 stages, involving eight cross-functional actors and 12 COBIT 2019 objectives, the study identified and validated 69 risks, consisting of 22 administrative/payment risks and 47 IT risks, with the DSS domain accounting for the largest proportion (44.7%). Among these, 17 of 22 administrative/payment risks (77.3%) and 34 of 47 IT risks (72.3%) exceeded the company's risk appetite (3C/RPN 13) and were therefore categorized as priority risks. Of the 41 risks with existing controls, only six achieved the target risk level (2B/RPN 6) through existing controls alone. Consequently, the proposed risk treatment recommendations, including strengthened data validation, enhanced access control, multi-layer verification, and improved business continuity procedures, are projected to reduce the Risk Priority Number (RPN) by 0%–78.57%, bringing all 69 risks to or beyond the target risk level. As a result, 100% of administrative/payment risks and 97.9% of IT risks are expected to achieve a Severity level of S2 or lower. The study ultimately provides a priority risk map, risk appetite compliance status, and risk treatment recommendations that can serve as the basis for developing a comprehensive risk profile and strengthening the governance of PDP implementation.
