Abstract

Pembangunan Jetty I Baru di Integrated Terminal Manggis menghadirkan risiko lingkungan, sosial, dan tata kelola yang saling berhubungan dengan keselamatan, biaya, mutu, waktu, kepatuhan, dan reputasi proyek. Penelitian ini menggunakan kerangka manajemen risiko ISO 31000 serta konsep Environmental, Social, and Governance (ESG) untuk mengidentifikasi, memprioritaskan, dan mengevaluasi risiko proyek konstruksi laut. Penelitian dilakukan melalui studi kasus dengan pendekatan campuran deskriptif. Data diperoleh dari studi pustaka, dokumen proyek, observasi, wawancara semi-terstruktur, kuesioner ahli, dan Focus Group Discussion yang melibatkan sebelas narasumber. Validasi risiko menggunakan Content Validity Index, prioritas ditentukan melalui Failure Mode and Effects Analysis, risiko utama dianalisis dengan Bow-Tie Analysis, dan tingkat risiko dievaluasi menggunakan matriks probabilitas-dampak 5 × 5. Hasil penelitian mengidentifikasi 36 risiko, terdiri atas 10 risiko environmental, 11 social, dan 15 governance. Sebanyak 15 risiko diprioritaskan untuk analisis Bow-Tie. Risiko dominan berkaitan dengan operasi laut, keselamatan proses, akses nelayan, komitmen adat, TKDN, window time, material kritis, perizinan, dan kesiapan commissioning. Evaluasi menunjukkan sebagian besar risiko memerlukan perlakuan atau eskalasi, sedangkan risiko residual hanya dapat diterima setelah efektivitas barrier dibuktikan. Penelitian menyimpulkan bahwa integrasi FMEA, Bow-Tie, dan matriks risiko menghasilkan pengelolaan risiko ESG yang lebih terarah, dapat ditelusuri, dan berbasis bukti.

The construction of the new Jetty I at the Manggis Integrated Terminal creates interconnected environmental, social, and governance risks affecting safety, cost, quality, schedule, compliance, and project reputation. This study applies ISO 31000 risk management principles and the Environmental, Social, and Governance framework to identify, prioritize, and evaluate risks in a marine construction project. A descriptive mixed-method case study was conducted using a literature review, project documents, field observations, semi-structured interviews, expert questionnaires, and Focus Group Discussions involving eleven participants. Risk items were validated using the Content Validity Index, prioritized through Failure Mode and Effects Analysis, examined through Bow-Tie Analysis, and evaluated using a 5 × 5 probability-impact matrix. The study identified 36 risks, comprising 10 environmental, 11 social, and 15 governance risks. Fifteen risks were selected for Bow-Tie analysis. The dominant risks concerned marine operations, process safety, fishermen’s access, customary commitments, local content requirements, work-window availability, critical materials, permits, and commissioning readiness. The evaluation showed that most risks required treatment or escalation, while residual risks could only be accepted after barrier effectiveness was verified. The study concludes that integrating FMEA, Bow-Tie, and the risk matrix provides a more focused, traceable, and evidence-based approach to ESG risk management.
