Abstract

Kawasan Terboyo di Kota Semarang merupakan wilayah pesisir yang memiliki permasalahan banjir dan rob akibat kombinasi faktor curah hujan tinggi, kondisi topografi rendah, pengaruh pasang surut air laut, serta penurunan muka tanah. Pembangunan Tanggul Laut Tol Semarang-Demak menyebabkan perubahan sistem hidraulik kawasan sehingga diperlukan evaluasi terhadap tata kelola elevasi muka air Kolam Retensi Terboyo sebagai bagian dari sistem pengendalian banjir. Penelitian ini bertujuan untuk menganalisis kapasitas tampungan kolam retensi dan menentukan pola operasi pompa berdasarkan hasil simulasi hidraulik pasca pembangunan tanggul laut. Analisis dilakukan melalui beberapa tahapan, yaitu pengolahan data curah hujan, analisis frekuensi, distribusi hujan jam-jaman menggunakan metode Mononobe, serta perhitungan debit banjir rencana menggunakan Hidrograf Satuan Sintetik Nakayasu. Selanjutnya dilakukan analisis hidraulik menggunakan metode reservoir routing untuk mengetahui perubahan elevasi muka air kolam terhadap variasi debit masuk dan debit keluar. Pemodelan hidraulik menggunakan HEC-RAS dilakukan untuk mengevaluasi kondisi aliran pada sistem sungai yang terhubung dengan Kolam Retensi Terboyo, sedangkan metode Standard Step digunakan untuk menganalisis pengaruh muka air hilir terhadap profil muka air sungai. Hasil analisis menunjukkan bahwa debit banjir rencana periode ulang 25 tahun (Q25) yang masuk menuju Kolam Retensi Terboyo sebesar 62,67 m³/det. Kapasitas tampungan kolam berdasarkan hubungan elevasi-volume menunjukkan kemampuan penyimpanan hingga elevasi 0,00 m dengan volume tampungan sebesar 7,83 juta m³. Berdasarkan simulasi reservoir routing, pola operasi pompa yang direkomendasikan yaitu pompa tidak beroperasi pada elevasi -4,15 m hingga -2,15 m, sebanyak 2 unit pompa beroperasi pada elevasi -2,15 m hingga -1,80 m, 4 unit pompa pada elevasi -1,80 m hingga -1,20 m, dan seluruh 6 unit pompa dioperasikan pada elevasi -1,20 m hingga 0,00 m. Hasil analisis Standard Step dan pemodelan HEC-RAS menunjukkan bahwa kondisi muka air kolam masih berada dalam batas pengendalian dan tidak menunjukkan pengaruh backwater yang menyebabkan gangguan terhadap sistem aliran sungai.

The Terboyo area in Semarang City is a coastal region that frequently experiences flooding and tidal inundation due to the combination of high rainfall intensity, low topographical conditions, tidal influence, and land subsidence. The construction of the Semarang-Demak Toll Road Sea Dike has altered the hydraulic characteristics of the area, requiring an evaluation of water level management in the Terboyo Retention Pond as part of the flood control system. This study aims to analyze the storage capacity of the retention pond and determine the pump operation pattern based on hydraulic simulation after the construction of the sea dike. The analysis was conducted through several stages, including rainfall data processing, frequency analysis, hourly rainfall distribution using the Mononobe method, and design flood discharge calculation using the Nakayasu Synthetic Unit Hydrograph (SUH). Furthermore, hydraulic analysis was performed using the reservoir routing method to evaluate water level fluctuations under various inflow and outflow conditions. Hydraulic modeling using HEC-RAS was carried out to assess the flow characteristics of the river system connected to the Terboyo Retention Pond, while the Standard Step Method was applied to analyze the influence of downstream water levels on river water surface profiles. The results indicate that the 25-year return period flood discharge (Q25) entering the Terboyo Retention Pond is 62.67 m³/s. The storage capacity analysis based on the elevation-volume relationship shows that the retention pond can accommodate water volume changes up to an elevation of 0.00 m, with a cumulative storage volume of approximately 7.83 million m³. Based on the reservoir routing simulation, the recommended pump operation pattern is as follows: no pump operation at water levels between -4.15 m and -2.15 m, operation of two pump units at -2.15 m to -1.80 m, four pump units at -1.80 m to -1.20 m, and all six pump units at -1.20 m to 0.00 m. The Standard Step analysis and HEC-RAS modeling results indicate that the water level condition remains within the operational control limits and does not generate significant backwater effects that could disrupt river flow conditions.
