Abstract
Klaster sarana pendidikan Kabupaten Jombang terdiri dari empat jalan lokal sekunder, yaitu Jalan Dr. Wahidin Sudirohusodo, Pattimura, Dr. Sutomo, dan Kusuma Bangsa yang menungi setidaknya 11 sarana pendidikan formal sehingga memicu arus lalu lintas dan tarikan perjalanan yang tinggi. Kondisi geometrik jalan pada ruang lingkup penelitian ini yang tidak mungkinkan untuk dimodifikasi memicu perlunya kajian manajemen permintaan perjalanan berupa Voluntary-Based Transportation Demand Management (VTDM) sehingga dapat diketahui potensi dampak penerapan strategi VTDM. Penelitian ini memuat analisis arus lalu lintas dan perumusan model tarikan perjalanan sekolah pada jam puncak 06.00-07.00 yang dikombinasikan dengan penyaringan strategi oleh stakeholders menggunakan metode Fuzzy Delphi serta analisis preferensi siswa dan orang tua siswa. Hasil estimasi pergeseran moda atau waktu digunakan untuk menilai perubahan volume ruas jalan, derajat kejenuhan (DS), dan kinerja jalan (LOS). Hasil penelitian menunjukkan adanya potensi dampak penerapan strategi VTDM. Pada Jalan Pattimura dan Dr. Sutomo, masing-masing strategi VTDM berhasil meningkatkan kinerja jalan yang semula LOS E menjadi LOS C, dengan penurunan derajat kejenuhan terbesar oleh strategi buspooling di Jalan Pattimura dan flextime di Jalan Dr. Sutomo. Pada Jalan Dr. Wahidin Sudirohusodo Segmen 2, masing-masing strategi VTDM berhasil meningkatkan kinerja jalan yang semula LOS E menjadi LOS D, dengan penurunan derajat kejenuhan terbesar oleh strategi buspooling. Namun, masing-masing strategi VTDM belum mampu meningkatkan LOS Jalan Kusuma Bangsa dan Dr. ahidin Sudirohusodo Segmen 1 tetapi mampu menurunkan nilai derajat kejenuhan.

The education facility cluster in Jombang Regency comprises four secondary local roads, namely Dr. Wahidin Sudirohusodo Street, Pattimura Street, Dr. Sutomo Street, and Kusuma Bangsa Street, which accommodate at least 11 formal educational institutions and generate substantial traffic flow and high trip attraction. Since the road geometry within the scope of this study cannot be modified, a travel demand management study through Voluntary-Based Transportation Demand Management (VTDM) is required to determine the potential impact of implementing VTDM strategies. This research includes traffic flow analysis and the formulation of a school trip attraction model during the morning peak hour 06.00-07.00, combined with strategy screening by stakeholders using the Fuzzy Delphi method, as well as preference analysis among students or students’ parents. The estimated results of modal and temporal shifts were used to assess changes in road segment volume, degree of saturation (DS), and Level of Service (LOS). The results indicate a potential impact of VTDM strategy implementation on road performance. On Pattimura and Dr. Sutomo street, each VTDM strategy improved road performance from LOS E to LOS C, with the largest reduction in degree of saturation achieved by buspooling on Pattimura Street and flextime on Dr. Sutomo Street. On Dr. Wahidin Sudirohusodo Street Segment 2, each VTDM strategy improved road performance from LOS E to LOS D, with the largest reduction in degree of saturation achieved by buspooling. However, none of the VTDM strategies were able to improve the LOS of Kusuma Bangsa Street or Dr. Wahidin Sudirohusodo Street Segment 1, although each strategy was still able to reduce the degree of saturation on these road segments.
