Abstract

Simpang Empat Stasiun Wonokromo–Jagir Wonokromo merupakan salah satu simpang bersinyal dengan kepadatan lalu lintas tinggi di Kota Surabaya yang dipengaruhi oleh Jalur Perlintasan Langsung (JPL) 17 pada Jalan Jagir Wonokromo. Kondisi tersebut diperkirakan semakin memburuk seiring rencana pembangunan Double-Track Surabaya Regional Railway Line (SRRL) yang meningkatkan frekuensi perjalanan kereta api. Pembangunan flyover diusulkan sebagai solusi pemisahan arus tidak sebidang untuk meningkatkan kinerja lalu lintas. Penelitian ini bertujuan merancang geometrik dasar flyover serta menganalisis kelayakannya dari aspek lalu lintas dan ekonomi. Metode penelitian meliputi identifikasi masalah, studi pustaka, survei lapangan, serta analisis lalu lintas dan ekonomi. Data primer berupa volume lalu lintas dan durasi penutupan perlintasan diperoleh melalui rekaman CCTV, sedangkan data sekunder meliputi dokumen studi SRRL, NJOP, dan komponen Biaya Operasi Kendaraan (BOK). Analisis lalu lintas dilakukan berdasarkan PKJI 2023 dengan peramalan hingga umur rencana 25 tahun, sedangkan analisis ekonomi menggunakan metode Clarkson H. Oglesby & R. Gary Hicks, Jasa Marga, dan ND Lea melalui indikator BCR, NPV, EIRR, dan FYRR. Hasil penelitian menunjukkan bahwa flyover utama sepanjang 590 m dengan tikungan Spiral-Circle-Spiral (R=200 m) dan Full Circle (R=900 m), serta ramp sisi selatan sepanjang 275,01 m dengan dua tikungan Full Circle (R=20 m), telah memenuhi ketentuan Pedoman Desain Geometrik Jalan Nomor 13/P/BM/2021. Pembangunan flyover meningkatkan kinerja lalu lintas dengan nilai derajat kejenuhan tahun 2030 sebesar 0,69 (barat), 0,69 (utara), 0,00 (timur), dan 0,77 (selatan). Selain itu, nilai derajat kejenuhan flyover lebih rendah dibandingkan jalan eksisting, yaitu 0,45 (barat), 0,32 (timur), 0,19 (utara), dan 0,19 (selatan). Analisis ekonomi menghasilkan nilai BCR 3,40, NPV Rp4.022.540.261.192, EIRR 18,45%, dan FYRR 10,14%. Meskipun tidak diperoleh penghematan BOK sebesar -Rp32.122.733.430, pembangunan flyover memberikan penghematan nilai waktu sebesar Rp142.319.214.034 pada tahun 2030. Dengan demikian, pembangunan flyover dinyatakan layak dari aspek lalu lintas dan ekonomi.

The Wonokromo Station-Jagir Wonokromo Intersection is a signalized intersection with high traffic density in Surabaya that is affected by the Jagir Wonokromo Railway Level Crossing (JPL 17). Traffic congestion is expected to worsen following the planned development of the Double-Track Surabaya Regional Railway Line (SRRL), which will increase train frequency. Therefore, a flyover is proposed to separate traffic flows and improve intersection performance. This study aims to develop a preliminary geometric design of the flyover and evaluate its feasibility from traffic and economic perspectives. The research involved field surveys, traffic analysis based on the Indonesian Highway Capacity Guidelines (PKJI) 2023, and economic analysis using the methods of Clarkson H. Oglesby & R. Gary Hicks, Jasa Marga, and ND Lea. Primary data included traffic volumes and railway crossing closure durations, while secondary data consisted of SRRL planning documents, land values, and Vehicle Operating Cost (VOC) components. The results show that the proposed flyover consists of a 590 m main road with Spiral–Circle–Spiral (R = 200 m) and Full Circle (R = 900 m) curves, and a 275.01 m southern ramp with two Full Circle (R = 20 m) curves, complying with the 2021 Highway Geometric Design Guidelines. The flyover improves traffic performance, with degree of saturation values in 2030 of 0.69, 0.69, 0.00, and 0.77 for the west, north, east, and south approaches, respectively. Furthermore, the degree of saturation (DS) of the flyover was lower than that of the existing road, with values of 0.45 (west), 0.32 (east), 0.19 (north), and 0.19 (south). Economic analysis produced a BCR of 3.40, NPV of IDR 4,022,540,261,192, EIRR of 18.45%, and FYRR of 10.14%. Although no savings in Vehicle Operating Cost were achieved (−IDR 32,122,733,430), travel time savings reached IDR 142,319,214,034 in 2030. Therefore, the proposed flyover is considered feasible from both traffic and economic perspectives.
