Abstract

Kepadatan penduduk Kota Surabaya yang tinggi turut meningkatkan tekanan terhadap ketersediaan ruang hijau, sehingga keberadaan hutan kota menjadi krusial dalam mendukung keberlanjutan lingkungan perkotaan. Hutan kota merupakan salah satu bentuk ruang terbuka hijau yang berperan penting dalam mendukung keberlanjutan kota, namun keberadaannya di Kota Surabaya masih menghadapi tantangan dalam aspek pengelolaan, ekologi, sosial, ekonomi, dan kelembagaan. Penelitian ini bertujuan menyusun arahan pengembangan keberlanjutan hutan kota di Kota Surabaya pada empat kawasan yang mendapat arahan pengembangan dalam RTRW Kota Surabaya 2025–2045, yaitu Hutan Kota Balasklumprik, Hutan Kota Jeruk, Hutan Kota Pakal, dan Hutan Kota Lempung, agar mampu berfungsi secara optimal, dengan tiga sasaran, yaitu: (1) menentukan indikator-indikator yang berpengaruh terhadap keberlanjutan hutan kota, (2) mengukur tingkat keberlanjutan hutan kota, dan (3) merumuskan arahan peningkatan keberlanjutannya. Penelitian menggunakan pendekatan deskriptif dengan kombinasi metode kualitatif dan kuantitatif. Sasaran pertama dicapai melalui metode Delphi yang melibatkan tujuh narasumber ahli dan menghasilkan 16 indikator tervalidasi dalam enam variabel, yaitu konservasi keanekaragaman hayati, pemanfaatan sumber daya, wisata, sarana dan prasarana, tata kelola, serta kelembagaan. Sasaran kedua dicapai melalui *Analytical Hierarchy Process* (AHP) untuk pembobotan variabel dan indikator oleh tiga *stakeholder* ahli, yang dikombinasikan dengan penilaian kondisi eksisting menggunakan metode *Weighted Linear Combination*. Hasil penelitian menunjukkan bahwa variabel sarana dan prasarana memiliki bobot tertinggi (28%), dengan Hutan Kota Balasklumprik memperoleh skor keberlanjutan tertinggi sebesar 3,85 (kategori tinggi), sedangkan Hutan Kota Jeruk (3,35), Hutan Kota Pakal (3,22), dan Hutan Kota Lempung (2,69) berada pada kategori sedang. Sasaran ketiga dicapai melalui analisis deskriptif komparatif dengan kajian *best practice*, menghasilkan arahan pengembangan yang diurutkan berdasarkan Indeks Prioritas, yaitu kombinasi antara bobot global dan tingkat urgensi kondisi eksisting pada setiap kawasan. Penelitian ini diharapkan dapat menjadi masukan bagi Pemerintah Kota Surabaya dan pengelola hutan kota dalam meningkatkan kualitas pengelolaan hutan kota secara berkelanjutan.

The high population density of Surabaya has increased pressure on the availability of green spaces, making the existence of urban forests crucial for supporting urban environmental sustainability. Urban forests are an important form of green open space that contributes significantly to sustainable urban development; however, their existence in Surabaya still faces challenges in terms of management, ecological, social, economic, and institutional aspects. This study aims to formulate development directions for the sustainability of urban forests in Surabaya across four areas designated for development in the Surabaya City Spatial Plan (RTRW) 2025–2045, namely Balasklumprik Urban Forest, Jeruk Urban Forest, Pakal Urban Forest, and Lempung Urban Forest, so that they can function optimally. The study has three objectives: (1) to determine the indicators influencing urban forest sustainability, (2) to measure the sustainability level of urban forests, and (3) to formulate directions for improving their sustainability. The research employs a descriptive approach combining qualitative and quantitative methods. The first objective was achieved using the Delphi method involving seven expert respondents, resulting in 16 validated indicators grouped into six variables: biodiversity conservation, resource utilization, tourism, facilities and infrastructure, governance, and institutional arrangements. The second objective was accomplished through the *Analytical Hierarchy Process* (AHP) to determine the weights of variables and indicators based on assessments from three expert stakeholders, combined with an evaluation of existing conditions using the *Weighted Linear Combination* method. The results indicate that the facilities and infrastructure variable received the highest weight (28%), with Balasklumprik Urban Forest achieving the highest sustainability score of 3.85 (high category), while Jeruk Urban Forest (3.35), Pakal Urban Forest (3.22), and Lempung Urban Forest (2.69) were classified in the moderate category. The third objective was achieved through comparative descriptive analysis supported by a review of best practices, resulting in development directions ranked according to a Priority Index, which combines global weights with the urgency of existing conditions for each area. This study is expected to provide valuable input for the Surabaya City Government and urban forest managers in improving the quality of sustainable urban forest management.
