Abstract
Distribusi merupakan salah satu fungsi utama dalam sistem logistik yang menentukan keterpaduan antara lokasi produksi, penyimpanan, dan pasar, sekaligus memengaruhi biaya serta tingkat pelayanan perusahaan. Dalam konteks PT Pupuk Kalimantan Timur (PKT), distribution center lini II Banyuwangi mengalami perubahan struktural signifikan akibat kebijakan pasca-restrukturisasi wilayah layanan rayon. Sebelum pasca-restrukturisasi wilayah layanan rayon, beban layanan didominasi oleh wilayah NTB sebesar 81,6% dan NTT sebesar 18,4%; pasca-restrukturisasi wilayah layanan rayon enam kabupaten di Jawa Timur ditambahkan sebagai wilayah layanan baru dengan kontribusi beban sebesar 55,1% dari total realisasi distribusi. Perubahan komposisi beban tersebut menimbulkan tekanan signifikan terhadap kapasitas operasional gudang, dibuktikan dengan total alokasi demand 2026 untuk delapan wilayah layanan yang mencapai 43.110,96 ton per tahun, jauh melampaui kapasitas gudang maksimal sebesar 30.000 ton, sehingga menghasilkan overcapacity sebesar 13.110,9 ton atau 30,41% dari total permintaan. Penelitian ini bertujuan untuk mengembangkan model matematis Mixed Integer Linear Programming (MILP) guna menganalisis jaringan rantai pasok dan menentukan alokasi distribusi pupuk yang optimal pada supply point PKT saat pasca-restrukturisasi wilayah layanan rayon, serta menganalisis keputusan alokasi strategis pada jaringan distribusi berdasarkan alternatif kebijakan operasional menggunakan model matematis yang dikembangkan. Metode yang digunakan adalah pendekatan analisis komparatif MILP untuk menghasilkan konfigurasi distribusi yang optimal, efisien, dan feasible secara operasional maupun biaya, dengan mengevaluasi tiga alternatif kebijakan: Alternatif 1 (kondisi saat ini di gudang Banyuwangi), Alternatif 2 (direct shipping NTB dan NTT dari Pabrik Bontang), dan Alternatif 3 (jaringan dua simpul Banyuwangi–Probolinggo dengan load balancing). Hasil penelitian menunjukkan bahwa Alternatif 1 tidak feasible diimplementasikan karena tetap mengalami overcapacity pada 7 dari 12 bulan meskipun telah dioptimasi, sementara Alternatif 3 terbukti sebagai alternatif dengan total biaya terendah pada kondisi baseline (Rp308.935.164.269,64) dibandingkan Alternatif 2 (Rp330.848.008.429,40). Analisis sensitivitas terhadap tiga parameter growth rate demand, biaya sewa gudang, dan biaya BBM menunjukkan seluruhnya berada pada kategori critical (Si > 10%), dengan Alternatif 3 unggul secara konsisten di sebagian besar rentang skenario yang diuji. Penelitian ini merekomendasikan Alternatif 3 sebagai konfigurasi jaringan distribusi paling optimal bagi manajemen dalam menata kapasitas gudang dan alokasi wilayah layanan secara lebih terstruktur, serta berkontribusi pada peningkatan efisiensi sistem logistik distribusi secara berkelanjutan.

Distribution is one of the primary functions in a logistics system, determining the integration between production sites, storage facilities, and markets, while simultaneously affecting costs and the company's service level. In the context of PT Pupuk Kalimantan Timur (PKT), the line II distribution center in Banyuwangi has undergone significant structural change due to a service area re-zoning (pasca-restrukturisasi wilayah layanan rayon) policy. Prior to re-zoning, the service load was dominated by the NTB region at 81.6% and NTT at 18.4%; following re-zoning, six regencies in East Java were added as new service areas, contributing 55.1% of the total distribution realization. This shift in load composition has placed significant pressure on warehouse operational capacity, evidenced by the total 2026 demand allocation for eight service areas reaching 43,110.96 tons per year, far exceeding the maximum warehouse capacity of 30,000 tons, resulting in an overcapacity of 13,110.9 tons, or 30.41% of total demand. This study aims to develop a Mixed Integer Linear Programming (MILP) mathematical model to analyze the supply chain network and determine the optimal fertilizer distribution allocation at PKT's supply points during the re-zoning period, as well as to analyze strategic allocation decisions within the distribution network based on operational policy alternatives using the developed mathematical model. The method employed is a comparative MILP analysis approach to generate a distribution configuration that is optimal, efficient, and operationally and financially feasible, by evaluating three policy alternatives: Alternative 1 (existing condition at the Banyuwangi warehouse), Alternative 2 (direct shipping to NTB and NTT from the Bontang Plant), and Alternative 3 (a dual-node Banyuwangi–Probolinggo network with load balancing). The results indicate that Alternative 1 is not feasible for implementation, as it continues to experience overcapacity in 7 of 12 months even after optimization, whereas Alternative 3 proves to be the alternative with the lowest total cost under baseline conditions (Rp308,935,164,269.64) compared to Alternative 2 (Rp330,848,008,429.40). Sensitivity analysis on three parameters demand growth rate, warehouse rental cost, and fuel (BBM) cost shows that all fall into the critical category (Si > 10%), with Alternative 3 consistently outperforming across most of the tested scenarios. This study recommends Alternative 3 as the most optimal distribution network configuration for management in structuring warehouse capacity and service area allocation, thereby contributing to the sustainable improvement of distribution logistics system efficiency.
