Abstract
Penelitian ini bertujuan untuk menganalisis hubungan antara strategi tender dan Return on Investment (ROI) pada proyek jasa konstruksi di PT Nuga Sigma Potenzia (NSP). Proses tender merupakan tahap strategis yang menentukan kemampuan perusahaan dalam memperoleh pekerjaan sekaligus memengaruhi tingkat keuntungan yang dicapai, sehingga pemilihan strategi tender yang tepat menjadi krusial bagi kinerja keuangan proyek. Penelitian ini menggunakan pendekatan studi kasus dengan desain kuantitatif deskriptif. Data diperoleh dari dokumen internal perusahaan yang meliputi nilai kontrak, biaya pelaksanaan, dan laba proyek yang kemudian diolah untuk menghitung ROI. Kualitas strategi tender pada setiap proyek dinilai melalui expert assessment internal berdasarkan kriteria tertentu, dan efektivitas strategi tersebut dianalisis dengan mengombinasikan perhitungan ROI dan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Hasil penelitian menunjukkan bahwa variasi strategi tender menghasilkan perbedaan nilai ROI dan skor efektivitas antar proyek. Strategi yang menekankan ketepatan estimasi biaya, kekuatan dokumen teknis, serta kesiapan tim cenderung menghasilkan ROI yang lebih tinggi dibandingkan strategi yang terutama berfokus pada penawaran harga terendah. Temuan ini menjadi dasar bagi PT NSP untuk mengevaluasi praktik strategi tender yang selama ini diterapkan serta memperkuat koordinasi antara fungsi pemasaran, proposal, dan manajemen proyek guna mencapai kinerja investasi yang lebih optimal.

This study aims to analyze the relationship between tender strategies and Return on Investment (ROI) in construction service projects at PT Nuga Sigma Potenzia (NSP). The tender process serves as a strategic stage that determines a company’s ability to secure projects while also influencing the level of profit achieved; therefore, selecting an appropriate tender strategy is crucial for ensuring financial performance. This research adopts a case study approach with a descriptive quantitative design. Data were obtained from the company’s internal documents, including contract values, project execution costs, and project profit, which were processed to calculate ROI. The quality of tender strategies in each project was assessed through internal expert evaluation based on specific criteria, and the effectiveness of these strategies was analyzed by combining ROI calculation with the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The findings show that variations in tender strategies lead to differences in ROI values and effectiveness scores among projects. Strategies emphasizing accurate cost estimation, strong technical documentation, and team readiness tend to produce higher ROI compared with strategies that primarily focus on offering the lowest price. These results provide a foundation for PT NSP to evaluate its tender strategy practices and strengthen coordination among the marketing, proposal, and project management functions to achieve more optimal investment performance.
